Research On Government Behavior In The Development Of Rural Cultural Tourism In Xi'an Under The Rural Revitalization Strategy

The integration of culture and tourism is a new trend in the development of cultural industry and tourism industry,which not only promotes the protection,inheritance and dissemination of culture,but also stimulates the consumption of different cultural connotations and cultural products and drives the development of economy.The integration of culture and tourism has become a new mode to realize the win-win development of culture and tourism.Under this mode,rural tourism has also realized quality upgrading and gradually moved towards a new form of development of rural culture and tourism.The 19th national congress of the communist party of China(CPC)first put forward the strategy of implementing rural revitalization,and wrote it into the party constitution.The general requirements are thriving industries,livable ecology,civilized local customs,effective governance,and a prosperous life.It is an important strategy for solving problems concerning agriculture,rural areas,and farmers in the new era,and for building a moderately prosperous society in all respects.The rural vitalization strategy has endowed new missions and opportunities for the development of rural cultural tourism in the new era,and is an important ideological and action guide for the development of rural cultural tourism,so that rural cultural tourism in rural development can play a positive role in rural beauty,agricultural efficiency,rural income,rural prosperity.Xi'an rural literature brigade in the process of development shows the profound historical culture and unique folk customs in Central Shaanxi plain,also greatly promote the development of rural economy,increase rural employment,increase the income of rural residents,improve the level of rural life,in the ecological protection,local custom civilization,grassroots governance play a unique advantage,becomes the key to achieve rural revitalization.However,in the process of development,a series of problems,such as lack of cultural characteristics and homogenization,have also appeared.This paper takes this as the starting point,based on the actual development of xi 'an rural cultural tourism,through field visits and interviews found the problems of government behavior,and put forward the countermeasures,in order to improve the government behavior to promote the healthy development of xi 'an rural cultural tourism.The main content of this paper includes the following aspects:the first part is the introduction.Based on the development of rural vitalization and rural tourism,this paper expounds the significance of the research on rural tourism.The second part is the concept definition and theoretical basis.According to the central idea,it defines the core concepts:rural revitalization,rural cultural tourism and government behavior,and determines the theoretical basis for public goods theory,public choice theory and governance theory.The third part is the analysis of the current situation.In view of the current situation of the development of xi 'an rural cultural tourism,this paper mainly analyzes two main development modes of xi'an rural cultural tourism through investigation and data collection:the mode of government purchasing cultural tourism service and the current situation of government behavior in the mode of social independent development.The fourth part is problem and reason analysis.In the form of investigation and interview,a series of problems such as the backwardness of public service and the confusion of market supervision have been found in the development of rural cultural tourism.The reason lies in the government's insufficient understanding of rural cultural tourism,the neglect of overall planning,the absence of basic public services and the in-compliance with the supervision system.The fifth part is the case experience and inspiration.This paper reviews the development experience of wuyuan,yuanjia village,the United States and Japan from domestic and foreign perspectives.The sixth part is the countermeasure to perfect the government behavior.It mainly includes:changing ideas,changing ideas,scientific understanding of rural culture and tourism,and establishing the concept of service;Planning and design to improve the professional quality of planners,and deal with the relationship between planning and planning;In terms of government services,we should make up for the deficiency,build a service-oriented government,and encourage the participation of social forces.We will accelerate institutional reform in the regulatory system and strengthen law enforcement.It is expected that through the improvement of behavior,the government can assume the function of service,so as to make the rural cultural brigade become a new engine to complete the building of a moderately prosperous society in all respects and realize the rural revitalization.
