Needs Identification Of Aging In Place Services In Public Rental Housing

Public rental housing(PRH),as an important project for the benefit of the people,has been increasing in scale and improving in supporting facilities under the dual role of national policy support and social reality demand.In PRH communities,the proportion of elderly tenants is high,and the elderly tenants have strong willingness to age in their communities.By combining PRH community with aging in place,this study utilizes the Kano model to divide the need items of aging in place,and employs the importance calculation method to identify the importance ranking of elderly needs items in PRH communities.This study could provide a reference for the reasonable allocation of PRH community elderly care service facilities,and help to effectively meet the elderly tenants' needs of aging in place.On the base of demand level theory,demand spillover theory,ERG theory and relevant literature,this study uses the case of typical PRH community in Wuhan,and induces 21 service items that meet the needs of the elderly tenants.A needs identification model is built by using the data obtained from a questionnaire survey.The main findings from empirical study are as follows:Firstly,based on the Kano model and charm quality theory,21 service items are divided into three groups,including charm demand level,one-dimensional demand level and essential demand level.As for the level of One-dimensional requirements,the service items include accompanying elderly on medical treatment,dispensing services,community pharmacy services,disability rehabilitation and long-term care services for mobility disabilities.The must-be requirements consist of provision of leisure and recreation facilities for the elderly and assistance services in emergencies,while other15 service items belong to the level of attractive requirements.Secondly,according to the overall weight analysis of service items for aging in place,the order of supply should be glamour demand type,one-dimensional demand type and necessary demand type.This order is not consistent with that of general community.The prior sequence of the latter is necessary demand type,followed by one-dimensional demand type and glamour demand type.Thirdly,according to the weight classification analysis of service items for aging in place,this study further identifies the prior sequence of service items in different need levels.Service items at the level of charm demand should give priority to the construction of community rehabilitation physical therapy center,the transformation of elderly care facilities services,the provision of legal advice and assistance,and the elderly day service center,and so on.Services at the level of necessary demand should give priority to the provision of elderly dining,entertainment and leisure place services.
