Research On Evaluation Of Local Government’s Administrative Ability From The Perspective Of "Internet+"

At present,with the widespread use of “Internet +” it has brought more possibilities to the development of government services at the grassroots level.On April 26,2016,the《Implementation of the “Internet + Government Service” Pilot Implementation Plan for Information Benefiting the People》provided new ideas for the Chinese government to improve service efficiency.In recent years,“Internet +government service”has combined Internet technology with e-government and has played an important role in the construction of government functions.From the“Internet +” perspective,how to scientifically deepen the “Internet + Government Service” strategy and provide a good policy and application environment for improving the ability of online government services are of great significance.Most of the academic circles think that to promote “Internet + government service”,it is necessary to establish and officially launch an online government service integration platform.Therefore,this article focuses on the impact of the official launch of the online government service integration platform on the government service capabilities of various provinces,and the verification of the effectiveness of the online government service integration platform by empirical data,revealing the “Internet + government service” policy promulgated → formal The opening of the online government service integration platform → the transmission mechanism for improving the ability of online government service,and the related suggestions through the in-depth digging of the results have high academic and application value.In the research of this article,the literature research method is adopted in the theoretical part,and the related content of “Internet + government service” is defined and related theoretical research is conducted.In the empirical analysis part,the original index system is revised,and then the entropy method Index weighting was performed to obtain the online government service capability performance scores of 30 provinces from 2013 to 2017 as the data basis.Finally,the double Difference in difference model(DID)was used and stata 15.0 was used for analysis.Based on theoretical analysis,research hypotheses are proposed,and a Difference in difference model is constructed,and a series of empirical tests such as parallel trend test,Difference in difference,and robustness test are performed.Through theoretical and empirical research,the following results were obtained:The formal launch of the online government service integration platform significantly improved the ability of online government service;from the “Internet +” perspective,the online government service integration platform mainly through the completion of government service methods,increase In order to improve the accuracy of administrative guidelines and other aspects to improve the ability of government affairs services;affected by subjective and objective factors such as economic,geographical environment,infrastructure,etc.,the gap in the level of development of online government services in various regions of China is relatively obvious,showing“the strong east,the weak west,the strong south North weak ”overall pattern.Based on the results of the study,this article puts forward the following suggestions:Promote the data sharing service model and improve the efficiency of online processing;Broaden the online government service channels and build a new model of government affairs development;Optimize the “Internet + government services”development environment and strengthen the legal system.From the perspective of“Internet +”,this paper measures the ability of local government government services in 30 provinces across the country to broaden the perspective of research;and uses the Difference in difference model(DID)to study the effect of “Internet + government services” policy,which improves Evaluation method of the field.
