With the transformation of government functions from political rule to social management in China,further streamlining administration and delegating powers,optimizing procedures,reducing procedures,and improving management level scientifically have become the inevitable requirements of the transformation of government functions.Therefore,in 2018,Zhejiang province implemented the reform of " no difference general acceptance " in the provincial government approval service centers at all levels.In order to understand the current situation and effect of the implementation of the reform of " no difference general acceptance ",this paper selects X District of Hangzhou as research object,combined with the theory of seamless government and process reengineering,and adopts the methods of literature,interview and questionnaire survey to study the effectiveness,problems,reasons and countermeasures in the process of implementing the reform of "no difference general acceptance ".The problems encountered in the implementation of the reform of " no difference general acceptance " in X District of Hangzhou are universal in other cities of Zhejiang Province,and are the epitome of the overall problems in the reform of " no difference general acceptance " in Zhejiang Province.Therefore,it is necessary to carry out the research in X District.Through field investigation,X District has carried out the reform of " no difference general acceptance " since 2018,and achieved initial results in four aspects: process optimization;data sharing and upgrading;administrative cost reduction;grassroots extension.There are also some problems in the process of promoting the reform.This paper summarizes the main problems from the aspects of data sharing,information system construction,department coordination,and the needs of the masses.Based on the data obtained by questionnaire and interview,this paper analyzes the underlying reasons:first,the data sharing standards are not unified and other reasons lead to the data sharing can not be further promoted;second,the lack of technical personnel,frequent changes in demand,department system docking difficulties and other reasons lead to the information system is not perfect;third,the reform and innovation cooperation between government departments is not willing enough to become the difficulties of department coordination;fourth,publicity In view of the above problems,this paper attempts to put forward constructive countermeasures and suggestions based on the reasons,mainly including:optimizing the data sharing system,improving the information system construction,improving the department coordination mechanism,deeply optimizing the mass service.In terms of optimizing the data sharing system,the paper puts forward some suggestions,such as formulating the data standard specification system,strengthening the business support of the data center;In terms of improving the information system,some suggestions are put forward,such as energizing the information system project management,standardizing the demand change process;In terms of improving the department coordination mechanism,the paper puts forward some suggestions,such as promoting the power to sink to the administrative service management center of the government,opening up the channels of up and down communication within the administrative system,and strengthening the cooperation between government departments.In terms of in-depth optimization of mass services,it is proposed to strengthen the consultation and pre examination of materials,optimize window guidance and intelligent scheduling,and use media publicity to enhance the public’s awareness and participation.
