Study On The Evaluation Of Online Government Service Ability In Yubei District Of Chongqing

Since 18 th National Congress of the Communist Party of China,various departments in various regions of the country have continuously optimized government service and innovative service methods around transforming the functions of Governments,deepening the decentralization and promoting the reform of the discharge uniforms.In March 2016,Premier Li Keqiang proposed Internet government Service for the first time in the report on the work of the Government,advocating the implementation of Internet Government Services,real data sharing between departments,and facilitating the public to start a business.In recent years,governments all over the country have made efforts to build an Internet government service platform,actively carry out online business,greatly improving the efficiency and transparency of government services.As a service tool derived from the combination of Internet and government service,the application of the online government service platform is not only to provide more convenient,high quality and efficient service for the public,but to improve the service quality and timeliness of the government,but to speed up the transformation of government functions,promote social governance and enhance the effectiveness of the Government through the application of network information technology.This study is based on the academic research on the ability of provincial government online affairs service,narrowing the scope of research,focusing on the online government service ability of district and county governments.As an important link of opening municipal government and Township streets in the municipality,the network government service ability not only affects the overall administrative service ability of municipal government,but also plays an important role in the promotion of the integrated Administrative Service platform to the township.Based on the investigation of Yubei District online government service platform,this study probes into the current situation of the construction of the online government service ability of district and county governments and the important problems highlighted at this stage,and identifies the obstacles to the improvement of the ability of online government service,and puts forward the corresponding countermeasures to enhance the overall public service ability of Chongqing.We should speed up the construction of service-oriented government and strengthen the capacity of government governance.The main research contents of this paper are 7 chapters,the specific structure and research content arrangement are as follows: Chapter 1 is the introduction.It mainly studies the background and significance of the research,reviews and reviews the relevant research status at home and abroad,and explores the innovative points and difficulties of this study.Chapter 2 is the basic theory,mainly discussing the core concepts related to the online government service capability,dividing the structure of the online government service capability concretely,and explaining the theoretical basis that the research needs to draw lessons from.Chapter 3 describes the current situation of the construction of online government service in Yubei District of Chongqing,mainly including the subject and object of the online government service in Yubei District,the status of the construction of online government service,the main practices and results.Chapter 4 draws lessons from the research results of domestic academic circles on the evaluation theory and method of online government service capability,and establishes the evaluation index system of online government service capability in Yubei District.Chapter 5 is an empirical study.Using the established indicators and questionnaire survey,the online government service capability of Yubei District is evaluated.Chapter 6 analyses the evaluation results of online government service capability of Chongqing Yubei District Government,and puts forward the countermeasures to improve the online government service capability of Yubei District Government in view of the existing problems.Chapter 7 is the conclusion and outlook.It summarizes the whole paper and puts forward the prospect of further research.The main conclusions of this paper are as follows:(1)While the deep integration of Internet and government services stands out for services,it is not only the service that is to be solved,but the social governance problem that lies deep behind it.(2)The online government service capability can be divided into two dimensions from the external perspective and the internal perspective of the government,including content service capability,mode service capability,service effectiveness perception capability,service support capability,organizational operation capability and business management capability.(3)This paper establishes an evaluation index system of online government service capability in Yubei District.The evaluation system is divided into three levels and 12 specific indicators.It evaluates online government service capability in Yubei District from three dimensions: service mode completeness,service content coverage and service effectiveness perception.(4)The online government service capability of Yubei District is relatively high.The online government service has the advantages of complete service functions,high coverage of service items and high efficiency.However,there are still some problems such as user usage,technical maturity,multi-channel service and low evaluation of service platform usability.(5)Yubei District can improve the overall online government service capability by optimizing the online government service process and improving the process mechanism;broadening the online government service channels and innovating the application mode of government affairs;increasing the social influence of online government service and raising public participation awareness;consolidating the support foundation of online government service and enhancing technical service capability.The innovation of this paper: The academic research on the evaluation of online government service ability mainly focuses on the macro level.There are fewer researchers on the evaluation of grass-roots government's online government service ability,and the research results are relatively scarce.This paper studies the evaluation of Chongqing municipal government's online government service ability,which has a certain novelty in the perspective.The evaluation index system adopted in this paper is an evaluation index system suitable for the online government service ability of Yubei District of Chongqing City,which is based on the relevant academic research,and strives to achieve the dissemination and popularization of the research results of the paper.
