The deepening of the "Internet + Government Services" strategy and the expansion of online government service applications have provided a good policy and application environment for the government to improve the performance level of the website.However,in the process of policy implementation and application upgrading,the problem of fragmentation appears.The academia has found that the promotion of Internet + government services,especially the improvement of the performance of government websites,requires top-down cross-level corporation;the government also need to actively apply corss-level government service platform through provinces,cities and counties.Cross-level government.The construction of a cross-level government service platform,whether it is the construction of the platform or the coordination within the government,requires a large amount of capital,technology costs,so the actual effect of building a cross-level government service platform is worthy of attention.Therefore,this paper focuses on the influence of the cross-level government service platform on the performance of government websites,analyzing data to verify the effectiveness of the cross-level government service platform,and present practical suggestions for future process.This kind of analysis is necessary and has high academic and applied value.In the theoretical analysis part,this paper mainly adopts the literature research method based on bibliometrics.Citespace is used to systematically comb the relevant literature to formulate concepts and to make theoretical analysis.In the empirical analysis part,the DID method is mainly used.The data of 169 prefecture-level cities from2011 to 2017 were used as the data base for analysis,and analysis was performed using Stata14.0.For theory detention,the research hypothesis is put forward based on the actual research problems,and the DID analysis model is constructed.Through a series of empirical research processes such as parallel trend test,DID and robustness test,the following results are obtained:(1)Cross-level government service platform has significantly improved the performance of government websites.(2)The cross-level government service platform mainly enhances the performance of government websites by improving the efficiency of online services.At the same time,as the cross-level government service platform construction is still in its initial stage,functions of the platform are not ideal yet,and the related supports are still enough,which limits the effect of cross-level government service platform in areas such as experience innovation,government affairs openness and interactive communication.Based on the results,the paper offers suggestions from the perspective of the overall thinking and specific measures of the cross-level government service platform: Firstly,through the establishment of inter-city learning mechanism,target task evaluation mechanism,and strengthening the popular use rate of the platform,further extend the application of cross-level government service platform.Secondly,by increasing the access rate of grassroots government departments and service organizations,and promoting cross-level corporation of service processes,further improve the corporation between governments.Finally,dig deep into the functions of the cross-level government service platform to maximize its value.Specifically,in order to further develop the advantages of cross-level government service,we must establish a management system;the second is to improve the standard of government service;the third is to strengthen inter-organizational cooperation;the fourth is to strengthen the data security system.By doing all these,we can achieve management integration,service standardization,system process optimization and data sharing for cross-level government service platform.
