Research On The Evaluation Of The E-government Service Capability Of Local Governments Under The Background Of "Internet Plus"

The rapid development of emerging technologies has further promoted the innovation of the governance model and business transformation of the Chinese government.The concept of the integration of the Internet and government services also came into being,and gradually formed a new trend and new trend of the development of China’s government services in recent years.In order to adapt to the new trend of development,Shanghai has led the reform of "Integrated Online Platform".Local governments are also actively working online and building a "Integrated Online Platform" service platform.Although the reform of "Integrated Online Platform" in Shanghai has achieved remarkable results,there is still room for improvement.Therefore,it is of great significance to construct the evaluation of local government e-government service capability index system and evaluate the Shanghai e-government service platform to improve the e-government service capacity of Shanghai,and also provides a reference for local governments to further improve the e-government service capacity.This paper first follows the characteristics of e-government services itself,Taking the new public service,service-oriented government and holistic governance theory as the theoretical basis of this paper,Then from the service mode,government concept,platform construction,service process,supervision form of five aspects of Shanghai "Integrated Online Platform" construction overview;next,On the basis of combing the relevant literature at home and abroad,Drawing on the research results of experts’ academics on the ability of e-government service,The evaluation index system of e-government service ability is established from six dimensions: information service ability,service supply ability,transaction service ability,service integration ability,participation service ability and service intelligence ability;The Delphi method was used to further optimize and improve the e-government service capacity evaluation index system,Finally,an evaluation index system suitable for evaluating the ability of e-government service of local governments has been formed,And used the hierarchical analysis method to calculate each specific index weight;last,Using the questionnaire survey method with the public’s perception of Shanghai e-government service ability as the basis for the evaluation of various indicators,The collected questionnaire data were analyzed using the SPSS software,The overall level of Shanghai e-government service capability is obtained,Further analyzing the advantages,problems and reasons of Shanghai e-government service ability,Specifically speaking,At present,there are still some problems in Shanghai e-government service,such as low user usage,great difficulty of platform operation,imperfect service function and low degree of intelligence,For the existing problems,Put forward to strengthen the publicity of the e-government service platform,optimize the service process,improve the service function,establish the service wisdom system and other countermeasures,It also provides experience for improving the e-government service ability of local governments.
