Research On The Promotion Of Rural E-commerce Development By The Government Of Sucheng District Of Suqian City

With the development trend of e-commerce in China becoming more and more stable,rural e-commerce has gradually become the focus of rural economy and e-commerce industry.The foundation of rural e-commerce development is weak,and it is highly dependent on government support.As a large agricultural country,China has a large agricultural industry base and the most agricultural problems.Therefore,the government should pay close attention to improving the government's support and promotion of rural e-commerce.From the perspective of government functions,promoting the development of rural e-commerce is of positive significance for solving the "three rural" problems and promoting the progress of targeted poverty alleviation.Since 2015,the Chinese government has issued a number of opinions and requirements on rural e-commerce development.Therefore,it is necessary for the government to play the objective trend or the public management function of the government We will promote in-depth research on the development of rural e-commerce.As one of the "top ten Taobao village clusters" in Jiangsu Province for many years,the development of rural e-commerce is typical,especially the number of "Taobao village" and"Taobao town",which are closely related to the promotion of local government.However,it is undeniable that while the functions of the government in Suzhou District continue to play,the deficiencies and problems in the work of the government are gradually highlighted.Therefore,the government in Suzhou district is also constantly exploring to improve its own management functions,in order to improve the government's guiding value and positive impact in the development of local rural e-commerce.First of all,this paper analyzes the externality theory,market failure theory and "new public service" theory by using literature analysis and theoretical research methods.Combining with the concepts of rural e-commerce and "Taobao village",it points out that the government's function plays an important role in the development of rural e-commerce in Sucheng District.Secondly,through on-the-spot investigation and questionnaire survey,it is found that a series of policies put forward by the district government in the process of rural e-commerce development in Sucheng district have achieved certain results,but there are still some problems in the government's promotion of rural e-commerce development activities,such as immature industrial chain,incomplete infrastructure,imperfec t business order and shortage of professional talents.The main reason is that the district government attaches great importance to it There is a direct relationship between the lack of supervision and management system and the lack of rural e-commerce professionals management system.Thirdly,this paper summarizes the experience of rural e-commerce deve lopment at home and abroad by using comparative analysis method,and points out that it is necessary for the government of Suzhou District to learn from the experience of the establishment of rural"Taobao town",the construction of rural e-commerce with its own characteristics,the strengthening of the construction of comprehensive logistics platform and the scientific planning of supporting industrial chain system,so as to give full play to the role of the government in the development of rural e-commerce.Finally,the paper puts forward countermeasures and suggestions for the government to promote the development of rural e-commerce,including strengthening the overall planning of the development of rural e-commerce,strengthening the guarantee capacity of the development of rural e-commerce,establishing the supervision system of rural e-commerce and strengthening the construction of rural e-commerce talent team,so as to improve the public management system of the government and further promote the rural e-commerce Sustainab le development of e-commerce.
