Research On The Problems And Countermeasures Of New Rural Community Governance In Z Town,Suqian City

Under the background of promoting the modernization of national governance capacity and rural revitalization,new rural communities have become a new form of rural community development.Promoting such community governance is a powerful means to solve the problems of "agriculture,rural areas and farmers" and effectively break the urban-rural dual structure.However,the new rural communities with transitional characteristics are different from the traditional rural autonomous communities and mature urban communities.Therefore,the new rural community governance has its own uniqueness and complexity,and its governance effectiveness and problems coexist.In rural all-round revitalization under the new situation,the new rural community governance should to solve residents needs,meet the community residents of the pluralistic demand as the starting point and the foothold,form a pattern under the leadership of the party organization,government-led,democratic consultation,social coordination,residents’ participation,legal system protection,and scientific and technological support,makes the work a new situation of the co-construction and sharing.Through investigation and analysis,this paper concludes that the new type of rural community governance in Z Town of Suqian has achieved some preliminary results,such as the enhancement of the capacity of public service areas,the improvement of the utilization rate of public land,the enhancement of political transparency,and the satisfaction of the spiritual needs of community residents.The new rural community governance in Z Town of Suqian city still has the following main problems: misplaced government functions,low participation of community residents,low level of community governance,lack of community governance funds;The reasons for these problems can be summarized as follows: lack of role orientation of community governance subject;Community residents lack the sense of autonomy;The quality of community management personnel is not high,the degree of government informatization is low;Management capital source is onefold,industrial benefit is not tall.In view of the problems and causes of the new-style rural community governance in Z Town of Suqian city,the main countermeasures and suggestions to improve its governance level include: strengthening the leadership of the Party and giving full play to the role of various governance subjects;Create a new governance pattern that combines autonomy,rule of law,and rule of virtue.;Improve the wisdom level of community governance;Cultivate professional talents in community governance and attach importance to the construction of volunteer service team;Increase government financial investment and broaden funding channels.
