Countermeasures Proposed By Sucheng District Government Of Suqian For Helping Female Entrepreneurs Start A Business

In the reports of the 19th National Congress of the Communist Party of China,the term" entrepreneurship" becomes a high-frequency word.General Secretary Xi Jinping stressed that it is necessary to create a good development environment in favor of innovation and entrepreneurship.In the era of "mass entrepreneurship and innovation",the entrepreneurship of women,who "hold up half the sky" in the society,plays an important role in promoting social and economic growth and safeguarding the livelihood of the public.Since 2015,the Sucheng District Government of Suqian has focused on enriching the people,building a city renowned for entrepreneurship,and facilitating the entrepreneurship and employment of women.The District Party Committee and District Government released a range of preferential policies.All government departments have been working actively to promote the entrepreneurship and employment of women by spreading the idea of achieving prosperity,improving entrepreneurial skills,building an exchange platform,and improve the supporting services.Remarkable results have been achieved after continuous improvement.However,it can be also found that the implementation of supporting measures is still confronted with many problems,such as woman occupy low proportion of entrepreneurship support resources,insufficient government financing for starting a business,limited female entrepreneurship services,and unfocused entrepreneur service.In this context,only a small proportion of women choose to become self-employed,while other negative phenomena like laziness remain prevalent.The theories such as Keynes's employment Theory,Phelps's statistical discrimination Theory,and Maslow's Hierarchy of Needs Theory were selected as the theoretical basis of the present study.The Sucheng District in Suqian City was selected as the research area.The countermeasures proposed by Sucheng District Government of Suqian for helping female entrepreneurs start a business were selected as the object of study.By referring to the experience in other cities worldwide,a range of methods including literature research,inductive analysis,field research and case study were applied to investigate the countermeasures.Based on the government support for female entrepreneurship in Sucheng District,the existing problems were analyzed and some suggestions for improvement were proposed to supplement relevant theories.The present study aims to further improve the effectiveness of policies,provide a better supporting mechanism for the entrepreneurship and employment of women,help female entrepreneurs make more brilliant achievements,drive social and economic development,and finally create a win-win situation.This paper consists of six chapters.The first chapter introduces the background and significance of studying the countermeasures proposed by Sucheng District Government of Suqian for helping female entrepreneurs start a business,summarizes relevant literature in China and abroad,and defines the ideas and methodology of research.The second chapter explains relevant concepts and the theoretical basis.The third chapter analyzes the countermeasures above,including the status quo of female entrepreneurship and the government support for female entrepreneurship in Sucheng District,the cases in which different types of female entrepreneurs got government support,the main problems in government support and their reasons.The fourth chapter draws lessons from the countermeasures that other local governments in China and abroad proposed to help female entrepreneurs start a business.The fifth chapter proposes to further improve the countermeasures for helping female entrepreneurs start a business in Sucheng District based on the problems and experiences summarized in the third and fourth chapters and the actual status of Sucheng District.It is suggested to build a fine social,explore professional service network,reinforce multi-platform finance support and improve targeted service mode.The sixth chapter makes conclusions for the entire study.The main findings are as follows:1.The problems in government's support for female entrepreneurs are objectively evaluated by analyzing the entrepreneurship of women in Sucheng District,applying the relevant theories,and summarizing the measures that local government used to support female entrepreneurship.2.The methods for supporting female entrepreneurs at home and abroad are summarized to provide a reference for the Sucheng District Government.It is suggested to design a scientific service system,propose specific supporting measures for female entrepreneurs based on the local reality,and improve the supporting mechanism.3.It is critical to explore the positive role of government in helping female entrepreneurs,continue to improve the measures for solving the existing problems,and help more women realize the value of their life along with economic growth.
