A Study On The Professionalization Reform Of Community Workers In Qingjiangpu District Of Huai'an City

Community is the basic unit of society,community governance is the basic project of national governance,and community workers are the basic elements of community governance.A report to the 19th national congress of the communist party of China(CPC)pointed out that it is necessary to strengthen the construction of a community governance system and achieve positive interactions between government governance,social regulation and residents autonomy.With the development of society,community workers are playing an increasingly important role in community governance.Strengthening the professional construction of community workers can improve the quality of community governance.At the end of 2016,the former Qinghe District and Qingpu District of Huai'an City were merged into Qingjiangpu District,which became the only core area of the city.By the end of 2018,Qingjiangpu District had a permanent population of 658,300 and a registered population of 571,269,of which more than 80 percent were urban residents.Therefore,strengthening the construction of community workers in Qingjiangpu District is of great significance for improving the community governance level in Qingjiangpu District and creating a social governance pattern of co-construction,co-governance and sharing.Papers in carding about community workers professional research results at home and abroad is analyzed,on the basis of in-depth analysis on Qingjiangpu community workers professional construction situation and existing problems,and at the same time pay attention to absorbing foreign and domestic in promoting the successful practices of the construction of community workers professional,put forward the Qingjiangpu District community workers professional construction countermeasures and suggestions.Chapter one,introduction.This paper mainly expounds the background and significance of the research,the domestic and foreign research review,the research ideas and methods,which lays a foundation for the research on the vocational construction of community workers in Qingjiangpu District.Chapter two,related concepts and theoretical basis.Through the research of community,community worker,community worker professionalization and other related concepts,this paper clarifies the research focus of this paper.In addition,this paper expounds the theoretical basis for the study of community worker professionalization in Qingjiangpu District,which is mainly governance theory and organizational management theory.The third chapter,the Huai'an Qingjiangpu District,analyzing the present situation and problems of community workers professional reforms mainly include the Huai'an Qingjiangpu District in promoting community workers professional construction measures taken and results,at the same time,explore the Qingjiangpu District the main problems in community workers professional reform,and analyzes the causes of the problem.Chapter four is the experience of the vocational reform of community workers in other areas of China and abroad.This chapter summarizes the experiences and practices that can be used for reference by Qingjiangpu District of Huai'an City in promoting the professionalization of community workers by sorting out the measures taken by the United States,Singapore,Japan and other countries in promoting the professionalization of community workers and promoting the professionalization reform of community workers in Beijing,Fuzhou,Shanghai and other regions.Chapter five,the countermeasures of deepening the vocational reform of community workers in Qingjiangpu District.Combining with the reality of Qingjiangpu District,Huai'an City and the domestic and foreign experience in the construction of community workers,this paper puts forward some suggestions on the vocational reform of community workers in Qingjiangpu District,Huai'an City.It is a long-term project to promote the professionalization reform of community workers and improve the community governance system,which can not be completed in one action.This paper provides a new way of thinking for the vocational reform of community workers in Qingjiangpu District,and also hopes to provide reference for other areas in promoting this work.
