The 19th national congress of the communist party of China(CPC)especially proposed to focus on the improernance system,and the core of the social management system is to start from the community.Covement of the social govmmunity is the top priority of national governance.If the community management is not satisfactory,it is equivalent to a problem in the foundation,which will even affect the governance system of the whole country.At the same time,community management is inseparable from the lives and interests of the broad masses of the people,and the service and management capacity of urban and rural communities directly affect the overall level and comprehensive efficiency of social governance.Due to the change of government function,the rights and responsibilities have realized the downward transition and transformation.Those who work in the community take on more tasks and work,and these become the most effective ways to implement government policies and institutions.As community workers get more and more social attention and recognition,more and more people are willing to join the team of community workers.The original recruitment and management methods can no longer meet the needs of community workers and even the whole society,and can no longer keep up with the pace of social progress.Therefore,to improve the management of community workers more scientifically and effectively and to build a team of professional community workers with high quality and strong ability is the premise to adapt to the development of society.In this paper,community workers in seven streets of xigang district of dalian city were investigated.By consulting materials and formulating questionnaires,544 community workers in xigang district were surveyed,so as to explore the actual situation of community workers' team construction in xigang district.Through the analysis of the survey results,firstly,the occupational recognition of community workers in xigang district is low at the present stage,which leads to the lack of enthusiasm and impetus in practical work.Secondly,there is a single recruitment channel,which leads to the mismatch between the age,educational background and gender of the workers and their positions.Finally,inadequate training arrangements have a negative impact on the individual professional development of community workers.As for the deeper study on the community worker team structure in xigang district,this paper puts forward three Suggestions:first,improve the public's cognition,so that the public can have a better understanding of the community worker.Thereby enhancing the social status of workers in the community;Secondly,the employment system of community workers should be supplemented and improved to improve the deficiencies in positions and work,so as to make the overall structure of community workers more solid under the current recruitment system.Thirdly,appropriately and reasonably adjust the salary system and related systems of community workers,and construct an integrated incentive and training system for community workers.
