Beginning in 2003,taking the "SARS storm" as an opportunity,the construction of a systematic administrative accountability system was started nationwide,which aims to restrict the behavior and work of local officials at all levels by constructing a forced democratic mechanism of a responsible government.At present,administrative accountability mainly consists of two parts,one is administrative accountability within the party and government organs,and the other is administrative accountability outside the party and government system.In the new era,China's administrative accountability system has been continuously improved,but due to operating modes,regulatory efficiency,and the principle of retroactive,there are still many problems.For example,the successive Tianjin Port explosion,Bohai oil spill,fake vaccines for infants and young children,and a series of new coronavirus incidents have put the construction of the administrative accountability system facing a huge test.Through research on such incidents,we can find that the root causes of a series of adverse social impacts and consequences are closely related to abuse of power and official misconduct.In essence,this is related to China's legalization,standardization,scientificization and normalization of the accountability mechanism.The ambiguous scope of administrative accountability,low overall personnel quality,low transparency,and strong subjectivity make it difficult for behavioral accountability to break through the shackles of "formalism",leading to a decline in government credibility and a crisis of trust.Therefore,in light of the current problems in administrative accountability,the improvement of a targeted inquiry accountability system is crucial to accelerating the construction of a government ruled by law and the reform of the administrative system.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping clearly stated that it is necessary to continuously strengthen the reform of the administrative system,strengthen accountability for supervision and discipline,and build a service-oriented government that the people are satisfied with.In July 2016,the Central Committee issued the "Accountability Regulations of the Communist Party of China",which became an indicative document for the modernization of administrative accountability.Based on this,in order to deeply explore the issue of administrative accountability in our country,this papertakes the current status of administrative accountability in Qingjiangpu District of Huaian City as the research object,according to the social contract theory,principal-agent theory,and responsible government theory.Research methods such as interview method and comparative method are used to find the existing problems,combined with relevant domestic and foreign relevant experience,to conduct in-depth analysis in terms of ideology,power-responsibility relations,and system construction,and to give reasonable opinions and suggestions.This article is divided into six parts.The first part is the introduction,which mainly explains the research background,research significance,research methods,research content,innovation points and deficiencies,research literature,etc.;the second part is mainly about the related concepts and Theoretical analysis;the third part is the current situation investigation,taking the current situation of administrative accountability in Qingjiangpu District of Huaian City as an example to explore its current problems;the fourth part is the cause analysis of the administrative accountability problem of Qingjiangpu District of Huaian City;The fifth part is the experience and methods that can be used for reference in domestic and foreign administrative accountability.The sixth part is the study of countermeasures to existing problems in combination with relevant domestic and foreign experience.
