The Study On Management Of Residence Permit Of Floating Population In Dalian

In recent years,the process of China's urbanization continues to accelerate,the number of migrants in China has also changed year by year.According to the "China Migrant Population Development Report 2018",the number of migrants in China has reached 244 million in 2017,accounting for about 17.5%of.the total population.In the context of revitalizing the old industrial base in the Northeast,many migrants have entered Dalian and contributed to Dalian's development.How to properly guide the floating population into Dalian and strengthen the research on the management of floating population has been more and more important for the social development of Dalian.Guided by the new public service theory and population migration theory,this paper uses the literature analysis method and Statistical data analysis and inductive analysis,and selects Dalian as the research object,and combines the experience of other cities to develop the current situation and management of Dalian's floating population residence permit management.In-depth analysis of the deficiencies in the management process,so as to put forward countermeasures and suggestions for the development of Dalian's floating population residence permit management,which provides Dalian Municipal Government with research and formulation of policies to adapt to the city's floating population residence permit management.This article consists of five chapters.The first chapter introduces the research background,research significance,domestic and foreign research reviews,research ideas and methods,and other basic content.The second chapter explains the floating population,the residence permit system,and the management of the residence permit.The population migration theory and new public service theory define the concept of this article;Chapter 3 analyzes the current situation of Dalian migrant population residence permit management,and points out that Dalian migrant population residence permit management has high residence permit application conditions,lack of residence The public service system supporting permits is too singular in the management of residence permits.Insufficient efforts have been made to manage the application for registration and registration of the floating population of enterprises and landlords,and the publicity of the residence permit system is not in place.The reasons for the above problems are analyzed.The fourth chapter introduces the experience of migrant population management in foreign countries and other regions in China,and summarizes the advanced experience suitable for the development and management of residence permits for migrants in Dalian.The last chapter proposes the problems in the management of migrants'residence permits in Dalian,including Reasonably reduce the difficulty of applying for a residence permit and speed up the public The construction of an administrative system,enriching the working methods and.content of the residence permit management,increasing the supervision of enterprises and landlords,and expanding the channels to publicize the residence permit system,so as to continuously improve the management system of the residence permit system for Dalian's floating population,and effectively improve the service level for the residence of Dalian's floating population.
