As early as 1980,China began the government procurement work,in these continuous development,has formed a certain scale of development.However,the analysis related to the performance evaluation of government procurement is still insufficient.Up to now,there is still no perfect indicator system for the performance evaluation of government procurement.As for the performance evaluation of government procurement,it is mostly carried out by virtue of the performance evaluation mode,without paying too much attention to the evaluation results,and there is a problem of mere formality.In this study,we in the experts and scholars at home and abroad to collect the latest theoretical research premise,with the help of different analysis methods such as questionnaire survey method,case analysis,based on the theory of the balanced scorecard theory premise,S department of Wenzhou,for example,set up perfect government procurement performance evaluation system,further promote the local government procurement performance evaluation in order to carry out.In the analysis and research,the paper points out the problems existing in the development of government procurement performance evaluation system,and puts forward relevant countermeasures and Suggestions.Among them,we on the analysis of the optimization of S department of Wenzhou of government procurement performance evaluation process,we use the balanced scorecard principle of selection,internal processes,finance,public learning and growth four different angles,such as taking the analysis of the questionnaire survey way,clear the different dimensions and weights are refined,on this basis,we according to the development of S departments of Wenzhou,formulate practical and reasonable performance evaluation of government procurement scheme.Atthe same time,referring to the actual development status of government procurement in the department,we hired the local S department of Wenzhou performance evaluation office to evaluate different details.Indicators and assign relevant points.Finally,analyze the results of government performance evaluation of S department of Wenzhou and point out that in terms of government procurement,S department of Wenzhou generally has different problems such as low procurement efficiency,low level of professionalism,and low transparency.On this basis,we put forward specific countermeasures and suggestions such as optimizing supervision,improving operation level,and training professional talents.Finally,the paper points out the problems existing in the process of applying Balanced Scorecard to the performance evaluation of S Department of Wenzhou of Government Procurement and puts forward the corresponding improvement measures.In a word,the purpose is to be able to help the in-depth development of government procurement of S department of Wenzhou through the research and analysis of this article,and to provide targeted countermeasures and suggestions for other departments to better do the work of government procurement unit.
