Research On Grid Management Of Towns And Villages In Beautiful Rural Construction Projects

Implementing the strategy of rural revitalization is a major decision made by the 19 th National Congress of the Party.Rural revitalization and effective governance are the foundations.To achieve rural revitalization,a strong collective capacity is required as an organizational guarantee.By introducing the project system and conducting the process tracing and interview method,we inspected the grid management of towns and villages in the beautiful village construction project.Specifically,why can township grid management alleviate the plight of beautiful rural construction projects?The evolution and types of the project system further reveals the interaction between the project system and national construction,grassroots governance structure and bureaucracy,which leads to the embedding of the grid management of townships under the project system.from motion basis,participation channel and project management and control to alleviate the lack of project system,so as to enhance the villagers 'right to know the project,expand the villagers' participation channel to reflect project problems,and promote the township government's control of the project.Based on the case of Jing town,the actual operation of township grid management was used to analyze the operation mechanism of township grid management,including organizational mobilization,interest expression,project supervision and operation process,and pointed out that the village leader is the township.An important subject for the construction of grid management teams.There are three kinds of logical conflicts: the conflict of "top-down" and "responsible for the next" logic;the conflict of management and governance logic;and the conflict of central and local government incentive logic.It shows that although the grid management of townships and villages under the project system has its unique advantages,it still faces the above three logical conflicts.The optimization path can be the adhere to the public service-oritended,promotion of township leadership,human capital,endogenous development and effective governance,thereby promoting the sustainable development of townships.
