Talent is the principal resource of China's economic and social development.Young talents,as the backbone with higher ability and quality of human resources,play a mainstay role in the economic and social development of a city.In recent years,China has implemented successive talent engineering projects,including the innovation talent promotion plan,the "one thousand talents plan”,the " ten thousand talents plan” etc.These projects effectively attracted and cultivated a goodly number of outstanding young talents,therefore,gave a new impetus to China's development.In April 2017,the CPC Central Committee and the State Council issued the midi-and-long term youth development plan(2016-2025).It's a programmatic document for youth work in the new era.it provides superior projects and broader stages that directly related to young talent's cultivation and prosperity.With the integrated development of the Yangtze River Delta promoted by Xi Jinping as a national strategy,Nantong,as the Center of the Yangtze River Delta,seizes the opportunity period and window period to make the city more innovative and young-talents-friendly.The city government focuses on all aspects of young talents from rooting in and starting their career,to their achievements and well-being.Besides,a series of new policies for talents have been formulated and implemented.Nantong provides the "Nantong plan" of the new era for attracting young talents to grow and flourish.At present,the introduction of young talents in Nantong has entered a new era.Due to the reasonable operation of the introduction mechanism of young talents,the introduction has made some achievements,but there are still many shortcomings.The author believes that the effectiveness of the mechanism of introducing young talents needs to be further released.The shortcomings of the mechanism should be eliminated from the perspective of management theory,the composition of the mechanism should be clarified scientifically,and the construction and upgrading of the mechanism should be strengthened.This paper mainly uses two-factor theory to study the Nantong governmental introduction mechanism of young talents.Firstly,the paper analyzes the governmental young talent introduction mechanism from the perspective of two-factor theory,and shows the hygiene factors and the motivation factors in the mechanism.Meanwhile,the characteristics and functions of the two factors are analyzed.Secondly,from the perspective of the hygiene factors and the motivation factors,this paper introduces the background,measures and contributions of the introduction of young talents by Nantong government.Then through the collected questionnaire and interview record,considering the deficiencies found in the introduction of young talents in Nantong in recent years,the paper further points out the problems in the mechanism and analyzes the main causes of the problems in two factors combining with the demand of the young talents.Finally,based on the experience of attracting young talents in developed areas,the paper puts forward the improvement path and measures in terms of the hygiene factors and the motivation factors,studies and forms a new mode,new way and new method for Nantong government to introduce young talents,further fully plays the leading role of young talents,and better promotes the high-quality development of Nantong's economy and society.
