A Study On The Operation Logic Of Government-led Reconstruction Of Old Residential Area

At present,the urbanization rate of our country has reached 59.6%,and the urbanization process has entered the stage of“embroider-likefine” inventory development,as early as 2012,the Central Economic Work Conference proposed to develop intensive,intelligent and low-carbon new urbanization.Subsequently,a series of policies and the establishment of pilot areas formally guided China on the road of new urbanization.In order to activate the potential value of“stock”,the transformation of old residential areas has become an important hand in promoting the new type of urbanization.“urbanization of people” “Stock Development”,“Green Livable”and so on have become the highlights of urbanization that receive much attention,the characteristics of the New Era also endow the party with the mission of overall planning,integration and guidance.The transformation of the old residential quarters led by the government has become a typical example in the scope of “the people's livelihood transformation of the Old City that needs the support of the government”.How to correctly understand the connotation and value of “government leading”in the new era,and what kind of behavioral logic the government adopted in leading the implementation of reform policies,and how to avoid the government-led people's livelihood reform projects into the “paternalistic” shackles of both theory and practice is an important issue.On the whole,this paper uses the urban renewal theory and the holistic governance theory to analyze the leading role of the government and the consultation and participation of other subjects in the renovation of the old residential quarters,combined with the practice of 58 old neighborhoods in Songjiang District of Shanghai,the paper analyzes the actual cases.Songjiang District of Shanghai became a comprehensive pilot area of the new type of urbanization in the country in 2016.The construction of the G60 science and innovation corridor and the renovation of the old district became the first two key pilot projects.As the“one corridor and nine districts”planned by the G60 overlap with the location of the Old City of Songjiang District,the transformation of old districts is also a powerful measure to increase the innovation of science and technology and to promote the integrated development of new and old urban districts.Through the project of the whole reconstruction of the old neighborhood in Songjiang District,especially the description of the concrete reconstruction practice of street Y,which accounts for half of the tasks in the whole district,this paper analyzes the participants and their respective roles and functions in the reconstruction of the old neighborhood,peep into the interest game and coordination cooperation of multi-subjects in the community governance situation,this paper sums up the three operation logic of the old residential district renovation which is dominated by the government:The political operation led by the Party construction,the top-down administrative operation and the social operation of consultation and participation,in practice,they are interwoven and complement each other to jointly promote the implementation of the reform policy.However,the roles of different administrative fields are different: under the bureaucratic system of “city-district-town”,the political operation is the core in the process of policy transmission and organizational mobilization;The administrative operation plays a major role;in the multi-participation community governance field,the social operation occupies the main position,but the leading role of the government runs through all the time,as a resource allocation,task assessment,coordination of contradictions,regional integration of the “leader”.It needs to be pointed out that in the long-term transformation of social governance and the transformation of old cities in China,the intrinsic value of “government-led”has also changed,and experienced the evolution process of “Administrative control”Strengthening the overall leadership of the Party in the new era is not simply a strong return,but more emphasis on the party's integrated leadership function,is a “spiral rise.” The current efforts to promote the modernization of the national governance level and governance system are,in the final analysis,the decisive and crucial role played by the practice of grass-roots governance,which puts forward higher requirements for the innovation of grass-roots Governance,political operation,administrative operation and social operation are all faced with corresponding logical dilemma in the practice of the transformation of the old residential quarters,it is necessary to optimize the top-level government design,Policy Implementation Mechanism and social participation mechanism in order to give full play to the maximum effectiveness of the implementation of government-led reform policies.
