The Balance Between Public Interest And Self-interest:Governance Structure And Development Of Community Cafeteria

In recent years,the aging population is becoming more and more serious,in order to solve the problem of "difficult to eat" for the elderly,the elderly food aid service has developed rapidly.As early as 2008,the Shanghai Municipal Civil Affairs Bureau issued the "Shanghai Civil Affairs Bureau on encouraging the community to set up a service point for the elderly to help the elderly "(Hu Minfufa(2008)No.5)to speed up the development of the community home pension service project in Shanghai,and to help the elderly who are living in inconvenient and living alone to solve the problem of dining difficulties in daily life.In 2019,Shanghai once again listed the construction of community meals for the elderly as a practical project of the government.Therefore,relying on the community,using the free resources of the community,through the appropriate subsidies given by the government,the broad participation of social forces and other forms,to provide the elderly,especially the widower,the widowed,the lonely,the single elderly on the spot to provide convenient and fast food aid service or food delivery home service.Therefore,the establishment of community canteen was warmly welcomed by the elderly.Taking the community canteen as the research object,this paper selects three different cases: Changzheng town community canteen,pidgin community canteen and Xincheng community canteen,constructs the analysis framework with the help of structural functionalism theory,regards the community canteen as the whole social system,regards the main body of governance as the subsystem in the social system,and thinks that they play an important support and maintenance function to the stability and harmony of the social system.After investigating and describing the creation process and operation status,governance structure of the three community canteens,and interviewing the community canteen staff,the head of the operation company,the street and community personnel,the "role —— status" of the government,enterprise,and social governance subjects were analyzed,and the functions played in the community canteens were discussed.Through analysis and combing,it is believed that the government,enterprises,society and other stakeholders play different roles in different models of community canteens,but they work together to work together in community canteens.As a government that holds most of the resources and social power of society,it plays a very important role in the creation and operation of community canteen,whether in policy,fund or supervision and management,but this role is changing from leading to supporting.The role of enterprises in community canteens is gradually obvious,its diversified content,professional services and effective funds become an important supplement to the sustainable development of community canteens,and the role in operation is gradually replacing the government as the leading.Societies and communities are closest to citizens and the resources they have are making a further difference and leading to active participation.At the same time,the functions and advantages of the main body of governance are analyzed,and the interaction process between them is reflected by the external governance structure based on the principle of "double attributes of social enterprises ",based on " trust relationship " and with " demand exchange " as the core.All stakeholders cooperate through demand cognition and resource exchange,and use their own advantages to support community canteen together.This study holds that community canteen should strengthen the direction of cooperative governance in the general direction,in addition to adhere to diversification,socialized governance and the construction of government support in resources,enterprises in the market economy leading,social active participation in governance structure,but also must achieve the goal of public welfare,business commercialization,service specialization in order to achieve the balance of community canteen public and private interests,to achieve the sustainable development of community canteen.
