The focus of characteristic rural construction is different from that of village environment improvement and beautiful rural construction.It is based on the future rural development and emphasizes the overall progress of rural economy,politics,culture,society and ecological civilization.Under the leadership of the government,Jiangsu Province has actively promoted the construction of characteristic rural areas and achieved certain results,but there are also many problems in the construction management.Especially in the north of Jiangsu Province,the economic foundation is relatively weak,and in the process of promoting the construction of characteristic rural areas with high quality,Liyushan village is one of the representatives.Liyushan village is a typical rural area in Northern Jiangsu Province.Its characteristic rural construction is typical.It follows the scientific planning concept,solves the maintenance and management problems with multiple co governance,and drives the sustainable development of the village with industrial development.In the process of characteristic rural construction,Liyushan village has formed a set of scientific and effective construction and management experience.From the perspective of the government,This paper takes Liyushan village as a case study.Firstly,this paper reviews the research status of characteristic rural construction at home and abroad,introduces the concept,design concept and main tasks of characteristic rural rural construction,and combs the relevant theoretical basis of public goods theory,polycentric governance theory and comparative advantage theory.Secondly,it introduces the current situation,main methods and achievements of Liyushan village characteristic rural construction.Thirdly,through questionnaires,interviews and other ways to analyze the problems of Liyushan village characteristic rural construction,found that the main problems are the lack of funds and supervision in place,the role of villagers is not sufficient,the rural construction characteristics are not prominent,the lack of construction labor and professional personnel and other issues,analysis of the reasons,found that the main reason is a single source of funds,publicity It is not in place,the innovation of rural characteristics is weak,and preferential policies are not attractive to talents.Finally,combined with the analysis of the problems and causes,this paper puts forward countermeasures and suggestions on the construction of characteristic rural areas in Liyushan village from the aspects of broadening the source of funds,strengthening publicity,strengthening the shaping of characteristics,and increasing the introduction and training of talents.The characteristic rural construction of Liyushan Village shows the unique rural landscape of northern Jiangsu.After years of vigorous promotion by the government,certain results have been achieved,but some problems have also been encountered.From the perspective of the government,this article summarizes the relevant experience of characteristic rural construction in Liyushan Villages,which can provide a good reference for the construction of other villages in northern Jiangsu.By analyzing the problems encountered in the construction process and the reasons behind it,other areas are It can be avoided in the process of developing characteristic rural villages.Moreover,this article puts forward some countermeasures and suggestions,which can further promote the construction of characteristic rural villages in Liyushan Village,and at the same time provide suggestions for villages similar to Liyushan Village in northern Jiangsu to promote the construction of characteristic rural villages,which has reference significance and research value.
