A Case Study On The "Double Track Parallel" Reform Of Household Registration System In Chengdu

Starting from January 1,2018,Chengdu has implemented the new reform policy of "double track parallel" of conditional entry and point entry.Among them,the first is to retain only 23 national policies on transfer and investment,and cancel the policies of house purchase and tax payment.The second is to implement the "talent settlement" policy,which is the four strategic policies of talent priority development in Chengdu.At the same time,Chengdu has made clear the integral index,score value and handling process.According to the regulations of the management method of points entering the household,as long as the legal and stable residence and employment in Chengdu City are obtained,and the residence permit can be obtained,and according to the points,application can be made to enter the household or enjoy public services such as education and social welfare.This round of household registration system in Chengdu once became a hot social content,causing widespread concern.One is that the household registration reform is closely related to the people,and the other is that the reform has changed a lot.The opinions on the reform of the household registration system of the State Council clearly require mega cities to control the population size,establish and improve the point settlement system,and increase the settlement rate of technicians and college graduates.At present,Shanghai,Tianjin,Beijing,Guangzhou and other cities have implemented point settlement,and each city has different ideas and focuses.At the same time,the competition for talents among major cities is becoming more and more fierce,and policies to attract talents have been introduced,including Chengdu.According to the requirements of the State Council and in combination with its own urban conditions,the new household registration policy of "double track parallel" was introduced by Chengdu City.From its establishment to the present,the implementation effect and social reflection are very good.The author chooses the household registration system reform in Chengdu as the research object,analyzes the motivation,implementation process and effectiveness of the reform,and obtains the successful experience of the "double track parallel" reform in Chengdu.At the same time,it also finds some problems in the reform and puts forward optimization suggestions.The author hopes that the research results can make the "dual track parallel" household registration system reform more perfect,and can also provide reference for the implementation of household registration system reform in other cities.
