Research On Grass-roots Petition In N County From The Perspective Of Social Governance

As socialism with Chinese characteristics has entered a new era,farmers’ sense of happiness,gain,and security have increased,and their need for a better life is growing.Interest appeals have the characteristics of pluralism,and the change from economic interest appeals to pluralistic appeals has continuously improved the awareness of civil rights.The social contradictions and disputes caused by land disputes,land acquisition and demolition,village affairs management,labor disputes and other reasons are increasing day by day.The double superposition of a large number of historical problems and practical contradictions has spawned a large number of petition cases,which are sent to a certain level of grass-roots petitioning agencies and petitioning agencies.It brings a lot of pressure to a certain level of petitioning agencies and petitioning workers.This paper takes the disorder of the petition situation in N County as the research object,analyzes the actual petition cases in the county from the perspective of social governance,and analyzes that A large number of petitions involving law and litigation go up,the basic operation mechanism of petitions is not smooth,the termination of petitions is difficult,and the governance mode of petition institutions is extensive.The reasons are as follows: firstly,the leading effectiveness of grassroots organizations is insufficient;secondly,the grassroots government has a weak sense of service;thirdly,the channels for other stakeholders to participate are narrow;fourthly,the construction of the rule of law is not effective enough.As an important system of socialism with Chinese characteristics,letters and visits are the most direct and important channel for the grassroots to reflect their demands.With the comprehensive deepening of grass-roots reform and the comprehensive transformation of society,the possibility of damage to the rights of the grass-roots people has increased,interest demands have become more diverse,conflicts and disputes have occurred frequently at the grass-roots level,and the ability of grass-roots society to use traditional customs and rules to mediate disputes and maintain stability has weakened.With the transformation of the social construction concept from traditional "management" to modern "governance",referring to the advanced practices of Zhejiang "Fengqiao Experience" and "Hubei Model" on the development of petition from a governance model,it is in line with the modernization of the national governance system and governance capacity.The top-level design of the system conforms to the trend of democratization and rule of law governance,and at the same time conforms to the actual situation of the grass-roots level,and promotes the orderly order of petitions in N county.The context in which it fits with social governance: First,give full play to the leading effect of Party building;second,promote the transformation of government functions;third,expand the channels for participants in social governance;and fourth,promote the law-based construction of petitions.
