In September 2018,an "Isolation Gate" incident in Suzhou triggered controversy.The cause of the incident was that the privately-run school,mainly children of migrant workers,Li Xin Primary School was vacated due to school safety issues.More than 800 students in the school were not accommodated,and arranged by the education department as a whole to a well-known school with a century-old school history-Qin Xi Primary School.For the sake of isolation education and independent management,the school has erected three iron fences in the middle of the school building and set up a roller shutter door at the entrance of the playground to distinguish the two schools.The three iron fences and roller shutter door was collectively called the isolation door after attracting public attention.Introduced by the "Isolation Gate" incident,the author concluded that the tangible educational isolation is essentially intangible class isolation by analyzing the legality dilemma of the isolation gate.On this basis,the author creatively proposed a class division method that uses the household registration system and family income as the double standard by summing up the theory of class division standards in China and the West.Among them,the household registration system is an antecedent factor and a main factor,and family income is a subsequent factor and a secondary factor.The family income is further based on the minimum living security system as a standard.The two major strata in the "Isolation Gate" incident were divided into the mobile poor stratum and the local middle class.The author also preliminarily deduced a model of social stratification based on dual development,combining quantitative and qualitative.Subsequently,the author analyzed the related theories of the causes of class separation between China and the West,and summed up the generalized institutional causes as the starting point for analysis.From the four perspectives of the urban spatial structure in the "urbanization" policy,the "new three generations of migrant workers" in the household registration reform,the school district housing isolation in the compulsory education regulations,and the "reverse elimination" in the integral admission rules,the author analyzed the specific causes of the isolation incident.After that,after finishing combing from the high-level "Compulsory Education Law of the People's Republic of China",Jiangsu provincial-level local regulations to Suzhou city-level regulatory documents,the author found that there is a conflict between the central and local education systems.The source of the conflict relationship includes both subjective and objective aspects.The objective reason is that there is an omission in the operation of the system.It is a superficial cause.The subjective reason is the contradiction between the central and localism.It is a deep cause.The contradiction between central and localism is reflected in the conflict between the central government's adherence to class mobility and the local adherence to class closure,and the dual effects of education based on it on class mobility.Finally,the author further explored the legitimacy and limits of localism.The author believes that localism should follow the spirit of the higher law and protect the rights of vulnerable people as the basic limit,while localism unilaterally pursues political effects and utilitarian achievements and ignores Legal responsibility and basic values,beyond the limits of the legitimacy of localism,are the root causes of the incident.The "separation gate" incident is of universal significance and its roots are in the structural contradictions of society.In addition to the physical form of the isolation door,the form of isolation also includes academic differentiation and geographical isolation,the differences from local schools in establishment,funding,teachers,school buildings,etc.and even score isolation,key isolation and region segregation,no matter from which dimension it is measured,the formation of the "segregation gate" always has a sufficient realistic basis for class differences.The author only focused on the analysis of the two groups and the causes of the system in this segregation incident,hoping to have a small effect.At the end of the text,the author simply put forward a few suggestions based on the perspective of the system in order to have some constructive significance for problem solving.
