Research On The Participation Model Of Rural Elites In Targeted Poverty Alleviation

As outstanding talents in villages,rural elites play an important role in promoting the development of rural areas,and it is of great significance to promote targeted poverty alleviation in poverty-stricken areas.Especially for the contiguous poverty-stricken areas in China,these areas have deep poverty,backward development of infrastructure and social programs,fragile ecological environment,frequent natural disasters,and heavy poverty alleviation tasks.It is more important to invite rural elites to participate in targeted poverty alleviation.Therefore,this paper takes rural elites as the research object,and focuses on the model of targeted poverty alleviation involving rural elites in contiguous poverty-stricken areas in China through literature research,case study and comparative study.This paper innovatively focuses on the research on the targeted poverty alleviation model of rural elites in China,and focuses on the concentrated contiguous poverty-stricken areas with deep poverty and heavy poverty alleviation task,which has important practical and theoretical significance.First of all,from the research background,research overview,research concept,theoretical basis,research methods and research innovation,this topic is generally analyzed and summarized,which is the starting point and basis of this research.Secondly,it expounds the main role of rural elites in rural governance and the path for rural elites to participate in targeted poverty alleviation.Three modes of participation are set up from four aspects of theoretical logic,participants,operation mechanism and soil cultivation,namely,the model of capable people helping people,the model of first rich capable people participating in politics and the model of "micro organization".The three modes are compared and analyzed from three perspectives of participation scale,participation cost and participation depth.Meanwhile,three poverty-stricken villages(baihe village,jiangxikou village and heba village)in contiguous poverty-stricken areas in China were selected to verify the above three models.Finally is the optimization of rural elite in precise poverty alleviation work proposal,because three models in the practice of rural governance is coexistence,concentrated destitute areas may,according to own actual situation and poverty alleviation work requirements,random combination of these three modes,so this research from the overall rural elite in the precise poverty alleviation work,points out the existing problems and put forward the corresponding optimization countermeasures.
