Study On Government-led Community Foundation Operation And Optimization From The Perspective Of Project System

The expansion of project system in the social field provides an important technical means for the transfer of government functions and the strengthening of the supply of public goods,and it also fosters and promotes the development of social organizations.They mainly undertake government projects,obtain project funds,carry out business,gradually deepen cooperation with the government and expand social influence.However,under the operation of project system,these social organizations rely heavily on government resources,have a prominent tendency of administration,and show a strong tool attribute.They are limited in promoting community autonomy and fostering community public welfare,and deviate from the "value" function of promoting community development.Moreover,in the purchase of project-based services,the service content is relatively narrow,the service objective is short of accuracy,and the service specialty is difficult to meet the market requirements,thus presenting an internalization trend.At present,the academic research on project system mainly focuses on the traditional intergovernmental project contract and government purchase of public services,and pays little attention to the project system of social hub organizations.In recent years,the party and the government have paid more and more attention to the innovation of community-level community governance.Absorbing communitymulti-subject,using social multi-party funds to participate in community governance has become the focus of current grass-roots governance work.Under the promotion of the government,the whole country actively promotes the exploration of community foundation construction,aiming at realizing the increment of community public service resources and promoting community public welfare and community development.However,under the pattern of a strong country in China,the grass-root government actively develops and cultivates social organizations,especially for the pivotal social organization structure and the operation process to infiltrate the administrative power,in order to realize the control of social organizations.In the process of community foundation project system,the government dominance and organizational dependence of the community foundation make its project system operation permeate the logic of administrative control.The community foundation project system provides a legal way for the government to interfere in social organizations and social services.However,as a foundation,the community foundation,with the core of the board of directors,has incorporated the diverse subjects of the community and established a diverse consultation platform.Therefore,under the project system,compared with the rigid operating mechanism of the government project system,the community foundation project should be more flexible.However,in practice,the utility of community foundation in promoting community autonomy and promoting community public welfare development has not been fully reflected,and the community leadership of community foundation is significantly insufficient.Although the government-led community foundation has its unique advantages in mobilizing institutional resources and winning political support,and has high political legitimacy,it also affects the autonomy of the community foundation.By focusing on the practice of government-led community foundation project system,this paper analyzes the operation characteristics,mechanism and development difficulties of government-led community foundation project system.Studies have shown that the logic of control-governance is embodied in the government-led community foundation.Community foundation project system is forming a kind ofcommunity multi-governance structure.However,the grass-roots government controls the projects of community foundation through the influence of organizational structure and project process,which affects the effectiveness of the project system of community foundation.Based on this,this paper further discusses the conditions and countermeasures for government-led community foundations to realize their own value,participate in community governance,and play the role of community resources integration and public welfare guidance under the administrative trend,so as to promote community foundations to become an important engine of community transformation and development in China.
