One of the most key reasons why many vigorous companies are very outstanding in transformation lies in a butch of new intermediate superintendents, who are the merely virtual transformative leaders. The importance of those men is no more than that of the famous top leaders on whether the enterprises are able to create high performance. They master the new managerial skills and techniques so that they can change the employees' behaviors. And they break the routines, establish new modes of management, and give a lot of novel hints to encouraging and exciting the employees. Owing to this, those transformative leaders are capable of helping the enterprises to succeed in today's variable market-competition and win the war of survival.Recombination and reform for Xinjiang oil field occurs in the crucial time when the Central Committee of the CCP and State Council embarks on strategic recombination for large and medium-sized state-owned enterprises. Whether CCP and Central government attains the aims of reform and poverty-shaking off in three years or not crucially depends on the leading group. The cadre is the decisive factor after political line set-up.In such background, according to the status quo of group of middle-level leading cadre in oil fields in new situation, the paper makes use of the basic ideas and concepts from various subjects such as Management and Theory of Performance Management etc, adopts way of positivistic analysis, discusses status quo in management of group of middle-level leading cadre in Xinjiang oil field, puts forward its general thinking and countermeasufes. The paper focuses on studying the problem of managerial mechanism of group of middle-level leading cadre in Xinjiang oil field and points out its approach to establishing an effective management system.
