Research On The Dilemma And Countermeasures Of Rural Community Governance

Rural community is the basic unit of rural social service management.Rural community governance is not only related to the implementation of the party and national policies and the vital interests of the residents,but also related to the harmony and stability of rural society.With the rapid development of new urbanization and the further promotion of Rural Revitalization Strategy,rural community governance ushered in unprecedented opportunities for development.At the same time,rural community governance also faces many new problems and challenges.In fact,the foundation of social governance lies in the grass-roots level,and the weak link lies in the rural community.Therefore,the in-depth analysis of the current situation and problems of rural community governance based on the field survey,as well as the proposed countermeasures,has a strong practical significance.Based on social governance theory,principal-agent theory and multiple governance theory,this paper combs out the transformation of rural community governance model from "one management" to "multiple governance",from emphasis on production to comprehensive governance,from a single "collective self-financing" to financial transfer payment,from internal governance to integration into the strategic layout of rural development.Based on the questionnaire survey and case interview in Xiazhuang Town,Hengshui City,this paper summarizes the problems faced in the current rural community governance,such as the backward governance concept of grass-roots government,single governance means,low treatment of cadres,lack of professional talents,heavy burden on the community,weak organizational strength,insufficient participation of residents,insufficient capital investment and so on.In the face of many practical problems caused by the government's failure in governance under the pattern of multiple interests,combined with the experience of rural community governance in other areas of China,this paper puts forward countermeasures to improve the governance capacity of rural communities and solve the Governance Dilemma of rural communities.For example,to promote and speed up the refinement of rural community governance policies,the government should actively change the concept of communitygovernance and innovate the social governance system,constantly improve the training mechanism of grassroots community governance talents,and strive to enhance the enthusiasm of social forces and rural residents to participate in community governance.Efforts should be made to form a rural community governance mechanism with grass-roots government as the leading role,residents' autonomy as the main force,community social organizations as participants and beneficiaries of democratic consultation and interactive co governance.
