Collection Of Community Public Service Function Classification And Pluralistic Governance Research

The community is an important organizational form of the urban grass-rootssociety. As an autonomous organization, it should play an irreplaceable role in thedevelopment of urban society. But at this stage, the ambiguity of main supply system,orientation and classification in community, along with the phenomenon that somegovernment departments still take on all things, results in many problems includingcommunity administration, the poor demand and supply and the weak sense ofbelonging of residents. Community management is basically in a kind of an anomalousstate. As the main channel of the grass-roots social management, the foundation to builda harmonious society and the cornerstone of state power, it can not exert itself fully.In order to reveal the deficiency of service in communities and propose theimprovement methods, which might direct or be drawn on by the communityconstruction, Public Service Classification and Multi-governance in Urban Communityis chosen to study to improve the efficiency of community services and make itsoperation harmonious eventually. The subject, through questionnaire and field survey,taking Pingfang distract as an example, compiled and analyzed the current status ofcommunity management in Pingfang district from many aspects systematically andcarefully, including its supply and demand structure, spatial structure, cost and revenuestructure etc. The subject, process, supply methods and other problems existing in thecurrent community service were investigated fully. On this basis, with the involvementof the community functional classification’s re-division and the discussion on multiplesubjects in community management, the reconstruction of community service wasaccomplished..This project aims to provide our community management system with sometheoretical supports, by studying the issue in depth, and moreover to enhance theapplicability of the research results in practice. At the same time, the necessaryexperiences obtained from it will be used to reform the residents’ livelihood, and thenthe relevant functional departments will be able to improve the way of supplying serviceand the service levels in the community, so that community residents, the grassroots,will get more benefits. Finally, it is also expected that this study, beginning from thereformation in the urban grass-roots community, will be helpful to promote thedevelopment of urban society and contribute to the great goal of speeding up the socialconstruction focusing on the improvement of people’s life.
