Research On Public Security Management Of Floating Population In Wuhai City

Floating population is the inevitable product of economic and social development.Since the reform and opening up,with the development of market economy,the acceleration of urbanization process and the adjustment of population migration policy,the spatial pattern of population has changed greatly,and the scale of population flow has increased significantly.Especially after the 1990 s,the number of floating population from rural to urban areas has increased faster.The large-scale population inflow makes the urban population rise sharply,which provides a lot of manpower for the urban development,stimulates the urban vitality and brings the "demographic dividend",greatly promoting the economic and social development and industrial structure upgrading of the inflow areas.At the same time,due to the characteristics of the floating population,such as strong mobility,complex personnel structure and low overall quality,many contradictions and problems have been brought to the inflow area,which has become an unstable factor in the city and has laid hidden dangers for social security.Therefore,under the background of the new period of socialism,it is necessary to comprehensively strengthen and improve the working mode of public security management of floating population so that it can conform to the times,meet the needs of the people,help build harmony,better play a substantive role,and constantly improve the people's sense of security,happiness and satisfaction.Based on the characteristics of the floating population in Wuhai and the current situation of Public Security Management,the author,by using the methods of Literature Review,Positive research method,and consulting the relevant information on and off the Internet concerning population management,the official statistics reports from the Public Security Bureau and Statistics Bureau,which focus on policies and regulations on the management of the floating population,categorizes and summarizes the academic results of previous studies.At the same time,surrounding the areas of registered residence,employment,salary income,living conditions,public security satisfaction and psychological condition of the floating population,the survey was conducted in the places with a high concentration of migrant population and a complex situation in Wuhai.Through consulting and discussing with the leaders of the Public Security Bureau's Population Management Department,the police,and the local community police,the director of the office,the Community Population Information Collection Grid members face to face,to understand the current situation,the applicable laws,the regulations,the policies,the major problems of the floating population in Wuhai,so as to obtain the primary source of the administration of public security of the floating population.In addition,combining official statistics and searching for typical cases,this paper attempts to study the development and change of the floating population,the situation of illegal and criminal activities,the specific situation of public security management,problems andeffectiveness.Based on the concept of people-oriented,service-oriented,comprehensive and law-based public security management,and the actual situation of public security management of the floating population in Wuhai,this paper sums up the existing problems,from the population information registration,comprehensive management mechanism,social livelihood services,crimes and other aspects to find out the problems and causes.This paper analyzes and studies the new management mode,which is suitable for the characteristics of Wuhai local population,scientific standard,high efficiency and convenience,from the aspects of strengthening the system reform,optimizing the police force disposition,innovating the management idea,and utilizing the power of science and technology.Actively learning from the experience and practices of the developed coastal areas,basing itself on the local actual situation,and focusing on the consideration from the angle of enhancing the management level,improving the work efficiency,optimizing the servicequality and reducing the work pressure,relying on the power of "internet+ intelligent policing",we will innovate the management modes of "Mobile Information Collection Terminal","two-dimensional code" and "hotel-style",and actively construct effective management mechanisms,we will continue to improve the level of information-based public security management and people's livelihood services.
