Study On The Capacity Building Of Supervision,Discipline Execution,Accountability Of The Township Commission For Discipline Inspection

As the central commission for discipline inspection of the communist party of China and the national commission of supervision of the People's Republic of China have launched an anti-corruption campaign,the people hated village cadres for his abuse of power.The township commission for discipline inspection have confronted the masses and supervised village cadres.Its ability of supervision,discipline execution,accountability have influenced on the people's interests and the ruling foundation.So it is of great significance for improving ability of supervision,discipline execution,accountability,which can solve the corruption problems,strengthen the construction of grass-roots party conduct and increase people's sense of acquisition.On the basis of combing the alienation and restriction of public power,taking the S town in Y county as an example,this paper use literature research method,case studies,discourse analysis and comparison method to make investigations to the township commission for discipline inspection and its ability of supervision,discipline execution,accountability.Based on my own work experience,the paper have probed into the the problems,reasons and countermeasures.The study of the thesis found that the problems the township commission for discipline inspection faced are the team remained to be improved,supervision offside,the absence of monitoring,execution dislocation and weak capacity of managing allegations and preventing illegal activities.At such a great time when the people throughout the country are fighting poverty,getting ahead of these epidemics and cracking down on criminal syndicates,this paper holds that improving the capability of supervision,discipline execution,accountability,including innovation the township commission for discipline inspection system swat grassroots fly and provide guarantees for these three campaigns.Based on the above findings,this paper holds that the capability of supervision,discipline execution,accountability,including innovation the township commission for discipline inspection system can be improved as follows.First of all,enhancing the cadres team construction by checking the numbers of cadres,choosing qualified personnel for the leading posts and ordinary cadres and innovating of the role-play-cadre system and cadres flow mechanism.Secondly,the grass-roots commission for discipline inspection should strengthen the supervision of the Party committees at the corresponding levels by innovation of supervising system,grasping the supervising contents,coordinating with the parent department,getting sufficientfunds and implementation of the supervising responsibility.Thirdly,the grass-roots commission for discipline inspection should strengthen supervision capacity by matching the legal law,clarifying the supervision scope,coordinating with other departments,striving to Support and making suggestions.Fourthly,the grass-roots commission for discipline inspection should strengthen the executive ability by highlighting the major business,innovation of regional collaboration,opening more permissions,studying theory and building the relatives database.Fifthly,these measures can bring good effect of administrative accountability,including increasing cadre exchanges,using “four forms ” of supervision and executing disciplines,setting up political character and stepping up the warning and visit education.What's more,the grass-roots commission for discipline inspection should strengthen managing allegations capacity by promoting three openness in government affairs,establishing mechanism of connection with the crowd,resolving disputes and differences,responding to feedback in a timely and appropriate manner and building two teams.Finally,the grass-roots commission for discipline inspection should strengthen capacity of preventing illegal activities by carrying out the specialized campaigns,telling family tradition stories,implementing the institution of“zero reception”and focusing key areas and figures.This paper is the inadequacy of the lack of examples,took only the S town in Y county as an example.Certainly,the researching result in this paper possesses a value of application and theory in the futural trends of the grass-roots commission for discipline inspection.
