| As the anti-corruption efforts tighten,the specialized institution-----discipline inspection and supervision commission has played great importance in anti-corruption with increasing status and authority.However,some cadres in the commission have abused their powers of supervision and disciplinary implement,sliding into the abyss of violating law and discipline."Who has the right to supervise discipline inspection commission?" and "How to supervise discipline cadres?" have become the hot topic.Nowadays,there are still problems on the self-discipline of discipline inspection commission.As for perception,workers in the discipline inspection and commission are short of being supervised awareness.From the institutional aspect,there are problems such as imperfection in self-discipline mechanism,disunity in supervising targets.There are also drawbacks including fully freely ruling,low democratic supervision and insufficient power transparency.The essay analyses the reasons behind the problems as mentioned above.From the objective perspective,the increasing severe and complicated situation of anti-corruption has accreted the pressure and hazard of discipline inspection,which means that the workers have to be confronted with more tempt and ordeal.As for the subjective aspect,the problems of the'oneness' supervision system and the dual leadership system of upper supervision commission and peer party committee give rise to the ineffective self-supervision.This essay aims to analyses the connotation,characteristics and importance of self-discipline in discipline inspection commission.It combines theories including restraint of power,government rent seeking,government internal control with present situation of self-discipline.The essay explores effective measures on improve mechanism,enhance team building and implementing internal and external discipline through the enlightenments gained from violation cases of law and discipline by commission cadres. |
