The household registration system has restricted the free migration of the population, resulting in China's current dual economic structure of urban and rural segregation, and also has a profound impact on regional economic development. As China's economic development enters a new normal, the demographic dividend gradually fades and the economy faces downward pressure,it is important to promote the reform of the household registration system and create new institutional dividends. Therefore,it is of great theoretical and practical significance to study the impact of household registration system liberalization on the upgrading of local industrial structure and explore the mechanism of the impact,so as to better promote the implementation of household registration system reform. This paper takes the effect of household registration system liberalization on the upgrading of local industrial structure as the main research object, and introduces the urban wage level to theoretically analyze its mechanism of impact. The panel data of 285 cities in China from 2005 to 2016 were also used to establish the intermediary effect model for empirical analysis. The results show that the liberalization of the household registration system is conducive to the upgrading of urban industrial structure. The urban wage level has an intermediary effect, and the liberalization of the household registration system can have a positive impact on the upgrading of industrial structure by promoting the rise of wage level. In addition, according to the heterogeneity test of different city sizes distinguished by urban permanent residents, the effect of liberalizing the household registration system on the upgrading of the industrial structure is significant only in large cities that are still in the early and middle stages of development and small and medium cities. For Megacities that are highly developed, the liberalization of the household registration system will instead inhibit the upgrading of local industrial structure.
