Since the 1990s,humanistic quality of college students has been paid attention,a series of related documents issued,for example the "On Deepening the Reform of Teaching,Cultivating the High-Quality Talent Who Were Adapted to the 21st Century Needs".Our training model has changed from the professional education model to competence education model.This shift which is the return of university concept is to meet the needs of economic and social and cultural development,the idea of the university's return.Afterward,all colleges and universities strengthen the dissemination of cultural competence of university education,gradually shifting traditional knowledge paradigm to the full-competence education mode including competence,knowledge,and ability.The public elective courses which have attracted more attention are important element of university cultural competence education.The public elective courses whose core is cultural competence and scientific competence provide effective method for cultivating the high-quality and complex talent.All universities actively explore scientific system of public elective courses and efficient management model,so that full play to the role of public elective courses for students' comprehensive quality training.In this study,school-based research as a starting point.We clear the importance of public elective courses design through the elaboration of cultural competence education idea,and then analyze problems which based on the survey of public elective courses of H College in the process of curriculum implementation.and standardize the public elective curriculum system from the perspective of curriculum design,curriculum implementation and curriculum management.This paper contains five parts:The first part is an introduction,mainly introduces the origin and significance of research,the contents and methods of research,as well as defining the relevant concepts.The second part is review of literature,to summarize and comment the previous studies of public elective course.The third part describes the theoretical basis for public elective course,and further to discusses the importance of public elective course design in the guidance of cultural competence education,and then elaborates the issues of the objectives,content selection and organization of public elective course.The fourth part is survey conducted.H University as the research subject,we analyze the problems of public elective courses in the process of implementation.The fifth part focuses proposed strategies and approaches reasonable system of public elective courses,regulating through three areas of curriculum design,curriculum implementation and curriculum management.
