1980s is an important period in the history of global education.Lifelong Education Theory tremendous impact the field of teacher education,the new round of basic education curriculum reform have opened the curtain in various countries,professionalization campaign on countries teacher were vigorously carried out,the direction and themes toward the professional development of teachers were determined.In this educational background,the teacher education contacts more closely with the professional development of teachers.Purpose and significance:this paper reflects professional development and in-service teacher education current situation and finds the problem and proposes constructive solving strategies for specific problem.In this paper,the empirical research is not only from a professional point of view on the theory:to provide effective strategies for the practice of teacher professional development,to provide new ideas to enrich the theory of teacher professional development,and provide the basis for the establishment of teachers' professional development system,to provide a reference for the expansion of the field of teacher professional development;also from the perspective of education reform practice:to promote the author's school teachers' professional development,and strengthen the quality of construction of teachers,to accelerate the professional development of teachers,basic education curriculum reform comprehensive practice,deepen the quality of education;promote school Teacher Training,design embodiments consistent with the actual situation,to promote the development of school characteristics,the development of a new concept of school vision.We take empirical methods,mainly using:literature,investigation(questionnaire and interview surveys),observation,case analysis,educational narrative research methods.On the status of professional development and in-service education of primary school teachers in the survey analysis,in improving the level of teacher professional development and the establishment of the independent teachers'professional development aspects of consciousness,exploring in-service teacher education policies in line with the actual situation of education.Conclusions and recommendations:this paper summarizes the status of the four primary school teachers' professional development and in-service education:a new way of learning not mastered,in-service teacher education neglect learning culture;professional development of teachers,lack of motivation,lack of personalized service education and training projects;teachers low overall level of professional skills,in-service education and education reform are not synchronized;teachers' professional development and in-service education plan does not comply with the general rules of human development.Individual and organizational factors detailed analysis of the causes of two factors put forward:change the traditional training positions,teacher training institutions mainly into school-based in-service teacher education policy positions;change the traditional concept of development,from the School Development and Teacher separate development,teacher professional development and in-service training to teachers 'personal development and the separation of school development strategy closely linked;insist on relying on the school-based training mode and make fine,specialization,optimization and the development strategy;adhere to the core elements of teachers' professional development,to build Teacher Professional Development team organization for teachers' professional development and in-service education to build a policy platform;strengthen environmental awareness and recycling resources linkage awareness,build campus culture,promote cultural identity of teachers,domesticated virtue.Finally,realize the developm ent of professional of teachers.
