Research On The Polycentric Governance Strategy Of Vocational Education Group

Vocational Education Group is composed of vocational institutions,industry enterprises,etc.,its purpose is for the sharing of resources,cooperation and development.Vocational education group is an important model to speed up the reform of vocational education mechanism and to promote the open sharing of high quality vocational education resources.Vocational education group from quantitative expansion to improve the quality of the experience and then to explore the trend has become an inevitable choice.Breakthrough and Innovation of vocational education group in governance will be the key to continue to further promote the development of vocational education groups.This thesis is based on the actual investigation of the governance of the vocational education group,and this research is based on the in-depth of the governance about vocational education group in China,which with the modern vocational education system construction as the research background.From the perspective of polycentric governance,the thesis deeply analyzes the current situation,problems and reasons of the governance of vocational education group,combining our country vocational education group governance of new change and new practice,and this thesis following the principle of "to focus on the investigate status of Governance – to analysis related theory – to survey present situation of governance – to put forward suggestions and strategies".This research on the implementation of four basic paths for the breakthrough point of polycentric governance of vocational education group.After thorough in-depth investigation,extensive interview and analysis the survey data,the polycentric governance problems of vocational education group mainly lies in the following four aspects: First,the tearing and disequilibrium of governance space;Second,the breach of duty and nonequivalence of governance subject;Third,the single method and imperfections of governance;Fourth,the mismatch and unbalance of power dimension.Accordingly,in the optimization strategy of polycentric governance implementation of vocational education group lies in the following aspects : First,on the governance space,to the reasonable adjustments to the interests of all parties,to the scientific definition of space function space,effectively protect the parties,the parties involved in the decision space planning space;Second,on the subject of governance,to the transformation of government functions and responsibilities,to Shift of the school's responsibilities,to the effectiveness of the enterprise transformation;Third,on means of governance,to design the flat management level,to practice democratic centralism decision-making system,to build a joint consultation and dialogue platform,to improve the multi channels of cooperation,to construct information communication mechanism;Fourth,on the power dimension,to strict division of power scope,to equivalently distribute the power and responsibility,to effectively checks and balances of power,to rationally exploration of the effective form of property right distribution.
