With the arrival of the era of knowledge economy and the development of information technology,the exterior and inner environment of university are under going dramatic change,which make the traditional personnel management mode of department hierarchy,process and management means of college basing the theory of labor division face the challenge. The theory of business procedure reconstruction born in the business circles examines and designs the managerial business procedure managed of organization renewdly from the view of procedure,and sets up the new procedure of customer-oriented,by eliminating the ineffective operation in the original procedure,which make the improvement of enterprise's performance.Basing the research to the theory of business procedure reconstruction the new concept of the 1990s,have carried on research to college's human resource management innovation from the angle of the business procedure, and set up the new system of business procedure to import,develop talents of the college taking human resources management as auxiliary platform .First of all,the paper summarized relevant concepts and theories about procedure and business procedure reconstruction(BPR ),and application in enterprises and educational field of business procedure currently. Secondly,carried on the summary to the meaning,principles,goals and characteristics of college's human resources management,and carried on the instance analysis to the current situation of college's human resource management,to analyze the question in the current situation, such as no matter from the quantity,quality,or observe talent's team of the universities from professional title structure,academic structure,age composition are not optimistic. Meanwhile,college's human resource management idea is outmoded; the system is comparatively backward,which can't meet the needs of the society and one's own development of college at all. Next, realize it is important and essential to strengthen college's human resource management by reviewing. And then,from goal and function of college's human resource management,and basing on the analyze of problems existing in the four procedures which are human resource planning,talents' introduction and assessing,faculty training and performance examination,carry on optimization design to above-mentioned four procedures,and on the basis of procedure optimization,put forward the settlement tactics to the problems appearing. Finally,on the basis of preceding paragraphs,by the instance analysis of human resource management of college,summarize and deliberate the practice work of college's human resource management at present.The main study contents of this paper are the introduction of the business procedure to college's human resource management. Through the case study existing in relevant procedure in college's human resource management,carry on optimization design to the procedure in college's human resource management,and put forward the settlement tactics. Hope to offer constructive reference for promoting the development of college's human resource management through this kind of way.
