Sports events,especially the large sports industrialization and commercialization has become a trend in the world.Based on sports events on a city's economic and social impact,sports industry and the relevance of the urban competitiveness and urban brand building is more and more obvious.Under the background of economic globalization,the competition between cities is more and more fierce.Cities at home and abroad try to shape the city brand,enhance the core competitiveness,spread the visibility and reputation with the help of sports industry.Jinjiang is located in the southeast coast of fujian province.As many small and medium-sized domestic cities in the late industrialization,Jinjiang is facing the demand of the industrial transformation and upgrading.To maintain leap-forward and sustainable development,Jinjiang decide to build sports city and develop sports industry.Big sports event is one of the important ways.This paper attempts to analyze the policy formulation and implementation process of Jinjiang's large-scale sports events from the perspective of public policy,combined with qualitative analysis and quantitative analysis.As a public policy perspective,the major activities of major sports events as a force for the whole city,have the property of public policy,it has a very important influence on the city brand effect,enhance the economic growth effect and industrial structure effect.The full text is divided into six parts.The first part is the introduction,discusses the research background and significance,research contents and methods,put forward the large-scale sports event of public policy process analysis framework,and reviews the current situation of domestic and international sports events and city brand.The second part is the theoretical analysis of the sports industry,sports events,city brand,and so on,and then analyzes the impact of large-scale sports events on the competitiveness of urban brand.The third part is the analysis of the policy of hosting major sports events for Jinjiang,the policy process in Jinjiang hosting major sports events in detail from the definition of public problems,establish policy objectives,policy design,policy effect prediction and the choice of policy implementation and policy effect evaluation.The fourth part is the overall evaluation of the public policy of Jinjiang's major sports events,including the characteristics of the public policy of Jinjiang's major sports events,and the lack of public policy formulation and implementation of the major sports events in Jinjiang.The fifth part is to improve the policy of promoting the path of city brand construction in the large-scale sports event,based on the policy of large-scale sports events and perform scientific,rationalize government responsibilities,improve the relevant system construction,and promote social participation,strengthen the policy process of democratization.The sixth part is the conclusion,summarizes the research results,and puts forward the inspiration of the case of Jinjiang.Finally,this paper thinks that the large-scale sports event for the realization of"the development of the sports industry,to build sports city" policy objectives,deepen city sports brand connotation,enhance the city brand competitiveness,has played an important role in the substantive.This kind of public policy formulation and implementation process of a point is worth mentioning is that the functions of the government need to make corresponding adjustments in the future should further strengthen market competition,government service to the public domain and the macro level,such as strengthening the planning for the event,the establishment of information platform,strengthen the City and promote the introduction of third party evaluation.
