From The Administrative Organization To The Third Sector:Reflection On The Family Planning Association's Organizational Transformation

The rapid development of economy brings about the deepening transformation of governmental function,while speeds up the pace of separating government from community,State-owned enterprises,public service units and enterprises.As one of the mass organizations,family planning association is set up by the CCP and the government.It's a special form of social organization that with official background and plays an important role in implementing the national policy of family planning.However,the original National Population and Family Planning Commission combined with the original National Ministry of Health,along with the continuous deepening of the reform of government agencies.Furthermore,the family planning policy adjust timely.Both of them make family planning association face with transformation,which need to refresh its own function orientation.This paper takes Xiamen family planning association's five cares as a case,applying the theory of administrative ecology to analysis the organizational transformation of family planning association.From that,it discusses the trend from the administrative organization to the third sector as well as characteristics of the transformation and puts forward suggestions for it.This paper proposes that,as one kind of the mass organizations,family planning association's organizational transformation has typical values for research,which has certain enlightenment on the continuous deepening of the mass organizations.The structure of this paper is organized as follows:The first part expounds the related theories of organizational transformation.Introduced theory of administrative ecology,and analyzes logic rationality of applying it on the transformation of the family planning association.The second part expounds the establishment and transition of family planning association under the background of the national family planning policy.Through that it introduces the nature,aim,framework and functions of the family planning association.It concludes that family planning association will transform from the administrative organization to the third sector,by analyzing the trends of transformation of family planning association from the perspective of administrative ecology.The third part carry out a case study on Xiamen family planning association's five cares.Base on certain care projects that implemented by Xiamen family planning association,it analyzes the various ecological factors that impact on them.Furthermore,it sums up specific characteristics of the trends of transforming family planning association to the third sector.The fourth part puts forward suggestions for the transformation of family planning association.According to the analysis of administrative ecological factors,it sums up four specific suggestions for the transformation of family planning association:clarifying the functions and optimizing organizational structure;marching towards socialization and marketization;changing work style and strengthening service consciousness;enhancing organizational autonomy and creativity.The conclusion part indicates that family planning association is transforming functions,which is due to the adjustment of family planning policy.As a typical case of mass organizations,researching in the characteristics and trends of family planning association's transformation has reference meaning to the reform of others.
