Analysis On The Transformation Service Of New Age Population Family Planning Work

In the 1980s,due to the rapid growth of the population,China's economic resources were heavily burdened.In line with the National conditions of the population,it formulated and implemented a family planning policy.Over the past 40 years and more,the momentum of over-rapid population growth has been effectively curbed,people's living standards have gradually improved,the overall strength of the country's economy has improved significantly,and it has become the second largest economy in the world.The family planning policy plays an important role in the sustainable development of our country's economic and social environment.Since entering the new era,China's population development has undergone significant changes,and it is rapidly entering the post-demographic transition period.The CPC Central Committee and the State Council have taken the foresight to fully implement the two-child policy on January 1,2016.The implementation of this policy will optimize the population structure,promote long-term balanced population development,and provide a firm foundation and sustained driving force for China to realize the Chinese dream of the great rejuvenation of the Chinese nation.However,due to the influence of the opinion and cost of child-bearing,economic burden and other factors,some families "do not want to have children,dare not to have children and cannot have children",the implementation of this policy has not reached its expected effect,and the two-child family has also put forward new demands for social public supporting services.This is a new era under the new challenges and new problems in the family planning work,the new mission is also put forward new requirements to the family planning work.The transformation of family planning work service is the need of the era,but also the needs of the masses of th e people,which will play an important role in ensuring and improving people's livelihood,continuously improving people's well-being and promoting the construction of a harmonious society.Taking Zhangzhou of Fujian province as an example,this paper systematically introduces the vicissitude of China's family planning policy and the population and family planning work in Zhangzhou.By using the method of literature research,questionnaire,data analysis,this paper makes an in-depth analysis of the new problems and challenges faced by the population and family planning in Zhangzhou since the implementation of the two-child policy.Combining the theory of the role of new public policies,the theory of human capital and technological innovation,the theory of the pursuit of service-oriented government values,and the theory of balanced population development,this paper puts forward countermeasures and suggestions for the population and family planning transformation service in Zhangzhou in the new era.
