Research On The Transformation Of Family Planning Services Of Binzhou City In The New Era

Family planning is a basic national policy of China.It has played an important role in stabilizing the low fertility level and controlling the over-rapid population growth in a certain historical period,and has had a far-reaching impact on China's economic and social development.In recent years,China's population situation has undergone a series of changes,such as the imbalance of birth population sex ratio and the increasingly prominent population aging problem.In order to adapt to the change of population structure,China's family planning work has entered a new period of transformation and development.In just a few years,two rounds of institutional reform and two major adjustments of the family planning policy have ushered in a new historical period for the work of family planning at the grassroots level.The general tone of family planning has changed,gradually changing from controlling the quantity to improving the quality.The traditional family planning mode is also facing a shift from management to service.How to build a new family planning work,how to abandon the past "habitual thinking",how to promote the new era of family planning work healthy and sustainable development is imminent.Therefore,it is of practical value to study the transformation of family planning services at the grassroots level.On the basis of population theory research at home and abroad,under the new public management theory and the changing of government function theory,from the situation and characteristics of the transformation of family planning service at the grassroots level of Binzhou City,this paper sums up the troubles,such as the incomplete collaboration mechanism,the weakened basic family planning network,the lag behind of maternal and child health service capacity at the grass-roots level,the lacking-ability to support the family planning,the incomplete birth supporting system,and the unsound assessment system of family planning at the grass-roots level,etc.Combined with the actual situation of Binzhou,this paper analyzes the main reasons for these difficulties,and points out that the main reasons for the above problems are incomplete functional transformation,backward service capacity,lack of information support,unsound performance evaluation system and insufficient participation of non-governmental organizations.Finally,in view of the reasons,this paper puts forward a detailed countermeasures,from the transformation of strengthening grassroots family planning functions and integration,optimization of family planning service content,setting up the "Internet +" new family planning management and service mode,the reforming of assessment and incentive system,the encouraging non-governmental organizations to participation.It also actively explores the advice of Binzhou City family planning services transformation at thegrass-roots level,and make a beautiful outlook transformation of development.This paper strives to build a pattern of diversity in work,which is full of the government duty,social participation,mass integrity self-discipline,making people own the "sweet" benefit of family planning.
