In 2010,China promulgated the "national long-term education reform and development plan(2010-2020)"(hereinafter referred to as the "plan")and the "State Council opinions on the current development of preschool education"(Guofa No.41)(hereinafter referred to as the "country of ten")put forward the "action plan for Preschool education for three years,to provide a good opportunity for the development of rural preschool education.In order to implement the " plan " and" the country of ten " spirit,Gansu province launched stage scintigraphy of pre-school education action plan for three years".In 2014 the implementation of the construction of Township Center Kindergarten "316 plan",in 2015 more than 2000 administrative village kindergarten construction project "939 plan" and the 2016 implementation of the kindergarten to 1500 or more administrative village extension project,the rural kindergarten of Gansu province has been large area coverage.With the large-scale popularization of preschool education in Gansu province and the acceleration of urbanization in recent years,the emergence of "small scale" kindergarten as a new phenomenon began to appear in people's field of vision.This study adopts the docoumentary method,interviewing method and questionnaire in five counties of Gansu Province,Huating County,Gaolan County,Gaotai County,Guanghe county and Qinan County as the research object of the current situation of the development of rural areas in Gansu Province,"small scale" kindergarten and problems are deeply explored.As a new phenomenon of rural preschool education in Northwest China in the process of popularization of the rural "small scale" kindergarten showed the following characteristics:(1)the kindergarten class and geographical location to non standardized and mountainous areas(2)kindergarten small scale,mainly in the class size,number,number of teachers and kindergarten radiation ability etc.(3)the kindergarten students in left-behind children and poor families of children accounted for a higher proportion(4)is widely used in the mixed age kindergarten teaching mode(5)single source of income and funds of kindergarten teacherspart-time ratio of high and low degree of specialization.The "small scale" kindergarten education fairness in expanding especially in remote mountainous areas to enhance school-age children enrollment rate has played its unique value,but at the same time is also facing a series of unavoidable problems: "small scale" kindergarten,layout scattered resources,efficiency is not high;no difference in mixed age teaching mode teachers;problems and shortage of fund.In Gansu Province Rural Kindergarten "small scale" of the current problems,the researchers of the rural "small scale" kindergarten development and puts forward some suggestions: should be the first rural "small scale" kindergarten for scientific orientation,secondly to the rational allocation of teachers,strengthen the "small scale" kindergarten teachers,in addition,the establishment of the mechanism,security funds demand oriented finally,based on the reasonable layout again,encourage various forms of kindergarten.Promoting the development of small scale kindergarten in rural areas through various channels.
