For the past one hundred years,the modern management has been constantly developed.Since last century,the performance evaluation system has been introduced and popularized among modern Western management method.Performance evaluation system was originated from the enterprise and served for it,where good results had been recognized and promoted massively among the enterprise.Started from 1980s,with the purposes of enhancing administrative efficiencies,qualities and productiveness,the Western governments had proposed to introduce the performance evaluation system from enterprise and had obtained good feedback from the society.Subsequently,performance evaluation system had also been introduced across China's foreign enterprises,state-owned corporates,government public sectors as well as other associations.Performance evaluation is one of the key factors for performance evaluation management and plays a vital role on it.So to speak,the failure of performance evaluation will result in the failure of Performance Evaluation Management,subsequently results in the failure of Human Resource Management as well as the failure of the operation management for either public sector or enterpriseSince the end of last century,the overall quality of China's public sector's HR had been continuously improved;however,the development of performance evaluation was quite slowly without effective adjustments.Nowadays,the performance evaluation for public sectors in China is just for show,turns out to be things of little value or even to become the tool of some management's power,which is the headache of everybody in work.How to reform to solve the facts raised among performance evaluation in public sector is an urgent and important subject study.This paper compares the performance evaluations between public sectors&enterprise,find the similarity and differences,and analyze&summarize private sector performance evaluation for public sector references.It also provides references of the theoretical research and feasibility for public sectors to reform its performance evaluation.This paper also addresses under new China's economy situation how to improve the performance evaluation for public sector and try to enrich the theoretical research results for public sector's performance evaluation,and to proof the necessity and importance for public sector to roll out the reform of performance evaluation.
