The Study On The Management And Service Of Chinese Community Time Bank

Time bank is a new model of the volunteer service system sprang up in the United States in the 1990s and spread rapidly in many countries in the world.It mainly refers to the storage system of monetary bank.The service time of people's participation in voluntary activities can be quantified and stored in the individual's time bank account.When he needs help,it can apply for the same volunteer service time from the individual's time bank account.The model was introduced into China in the late 1990s and was developing rapidly.Due to the arrival of the aging society,it has been widely applied in the area of community mutual aid and providing for the aged.However,with the growing maturity of the localization of time bank,the application of time bank in China has gradually expanded from community mutual assistance to the field of voluntary service in the community.At the same time,in the process of localization,it combines the characteristics of traditional Chinese thought and culture,and it has evolved a variety of forms such as love bank,moral bank,public welfare bank and love time supermarket.Its essence is to volunteer service activities to quantify and store the voluntary service mode that needs to be acquired later.Due to the short development time in China and the big difference between regions,the time bank is not perfect in management and service,and it is facing a series of problems and challenges.Based on the above thinking,this study starts from the status and difficulties faced by the time bank in management and service and uses literature research and qualitative research method as the main research methods.This study is divided into five parts.The introduction part mainly introduces the background,problems and significance of this study,the necessity and feasibility,the theoretical perspective and concept definition,literature review,research methods and ideas;the second part is mainly introduced the management system and service organization structure and service status of four time banks in Shanghai,Nansha,Zibo and Ji'nan.The third part mainly combines the previous research,combined with the management and service status of the four time banks introduced in the last chapter,and combines the investigation and interview with the staff of the L public welfare bank and the member volunteers in Ji'nan.The fourth part mainly introduces the advanced experience in the management and service of time bank in the United States,Britain,Japan and other developed countries,aiming at the difficulties and reasons mentioned in the previous part.The fifth part,aiming at the difficulties and reasons mentioned in the previous parts of this article,and the related experience of the developed country time bank,promoting some suggestions to face the difficulties,such as proposeing the feasible countermeasures to improve the banking management and service mode of Chinese community time from the aspects of perfecting the legislation and system construction,standardizing management and information service platform,improving the professional level and the credit exchange mechanism.The purpose of this paper is to find out the dilemma and improvement of the Chinese community time bank in management and service through the research on the management and service mode of community time bank and then to promote the local development and system improvement of the community time bank in management and service,and at last enhancing the vitality and persistence of its development.It will play a greater role in helping Chinese communities to support each other and encourage community volunteer service.
