Study On The Specialty Set-up And Construction Path Of Private Colleges And Universities

In recent years,with the untiring efforts of the government to vigorously set up higher education,some areas have taken the lead in the construction stage of popularization of higher education.During this period,the private colleges and universities have made great contributions to the expansion of the scale of higher education,the promotion of the level of running schools,the innovation of teaching mode and the diversification of financing channels for education.After nearly forty years of development,the number of private colleges and universities has increased year by year.The average annual enrollment and the number of teachers have changed greatly.And the situation of school funding is also in a stable state of relative balance of payments on the whole.Behind the prosperity of private higher education,specialty set-up,as one basic link in the construction of colleges and universities,will play a crucial role in the survival and development,opportunities and challenges of private colleges and universities in the new period.Up to now,given that there is no authoritative organization of making comprehensive rankings for specialties of private colleges and universities,the data sources are mainly based on the top twenty colleges in the comprehensive strength list of private colleges and universities in2017 and the first batch of five private colleges and universities to receive graduate enrollment qualifications.According to the relevant data from the Educational Statistics Yearbook of China and the Educational Funds Statistical Yearbook of China compiled by the Department of Development Planning and the Department of Finance of the Ministry of Education of China,the present situation and general characteristics of private colleges and universities and their specialty set-up are summarized.Secondly,the article analyzes the current problems with specialty set-up of private colleges and universities,including the shortage of funds for running schools,the lack of quality evaluation,specialty convergence and other realities,and explores the implications behind these problems.Furthermore,it summarizes the ideal orientation of professional settings of private colleges and universities in China,and introduces the construction experience of foreign colleges and universities whose professional development background is similar to ours.Finally,based on the three levels of government,universities and society,it is proposed that the way of examinationand approval of the specialty set-up of private colleges and universities are reformed;the service for specialty set-up should be strengthened;the supervision and management system of the specialty set-up should be improved;based on the varieties of applicants for the school and the employment market,specialty set-up should be scientific;the professional practice should be enhanced through using modern information technology;the mechanism of specialty evaluation and construction within private colleges and universities should be established,and the third-party professional quality evaluation organizations are set up based on the principle of separation of supervision,operation and evaluation,in order to improve the existing educational management system of the private colleges and universities in our country,strengthen the construction of the characteristic specialty development,and improve the quality of school running and talent cultivation.
