B. Research On Financing Problems Of Private Colleges And Universities

Since the 1980 s,China's private higher education has undergone a process from scratch.By the end of 2015,there were 734 private higher education institutions(including 275 independent colleges),an increase of 6 from the previous year;enrollment of 1,779,700,an increase of 50,100 over the previous year;610,900 students at school,an increase of 23.75 million people over the previous year.Among them,there are 509 postgraduates,3.8333 million undergraduates and 227.52 students in vocational colleges and 31.53 million students are self-taught students,pre-college students,training and training students.There are other 813 institutions of higher education run by the people and 777,400 registered students.In addition,there are other 20,100 private training institutions and 8,986,600 people received training.Private colleges and universities account for one-third of the share of ordinary higher education in China,which has become an indispensable backbone of higher education in China.This paper starts with the financing problems which affect the development of private colleges and universities.After analyzing the research results of domestic and foreign private universities financing,it is found that the domestic and foreign research results focus on the theoretical research and lack of representative practice cases;Most of the research is before 2010 and the current situation of China's private higher education in the new situation and new policies is less involved;Some existing research financing solutions are not operational.And some did not take into account the current shrinking of higher education sources and scale,which is not feasible.As a political,economic and cultural center of China,the development of private colleges and universities in Beijing has certain particularity.This paper chooses the financing problem of a private university in Beijing to investigate the financing problem of the private universities.It has important practical significance and reference to study the financing problem of the private universities under the background of Beijing-Tianjin-Hebei integration,Beijing,the thirteenth Five-year Plan of the national education reform and development.In this paper,the literature analysis and case study are used to study the financing situation of private colleges and universities and the financing situation of private universities in Beijing are analyzed systematically from the existing literatures.This paper analyzes the financing situation of B private universities and analyzes the current financing methods and financing situation of B private universities,and makes a bold proposal on the future financing mode.From the two aspects of internal financing and external financing it is given out specific measures such as studying abroad services,establishing brand awareness,building quality professional,applying for policy support and so on.These measures are based on the external Environment of private B colleges,which has Beijing characteristics.Based on the above analysis and the actual situation of private universities in Beijing,this paper draws the following conclusions: It has been difficult to sustain for Private universities to take the traditional pursuit of large-scale development model.With the introduction of the "thirteenth Five-Year Plan" of the national education reform and development,the revision and implementation of the Law of the People's Republic of China on Promotion of Private Education,the classification of private colleges and universities and the protection measures of the sponsors,the government's support for private universities will increase further,which will promote the development of private universities in China towards the benign direction.China's private universities and even the development of private education's spring has come.The private colleges and universities will be facing the difficulties and seize the opportunity to forge ahead,to sort out the situation and walk on the road of distinctive brands.
