A Reserch On Local Government Policy Of Recruiting High-level Overseas Experts

The impact of high-level overseas experts that returning to domestic innovation and entrepreneurship to improve the technological level, the management level, the breakthrough innovation, the economic restructuring and so on is very significant.The introduction of overseas experts has become an important way to the Party Central Committee implementing the"strategy of reinvigorating china through human resource development". Local governments have issued high-level overseas experts attracted public policies. But with the introduction of high-level overseas deepening, the policies are increasingly exposed to the problems.Changzhou City is one of the cities that expert to introduce high-level overseas policies early. Its practice has demonstrated with typical examples of the local governments in China.In this paper, by simulation and analysis the history of evolution and differences of high-level overseas'policy system of Changzhou, human resources theory and the theory of public policy analysis are combined with local's reality to find out the decision-making limitations and problems of local governments.Results of this study are: learn domestic and international public policy theories and practice of local governments'success, designed two major tool systems for local governments to develop and evaluate high-level overseas'policies.I, Application of theories of human resources and elite decision-making theory and practice of local governments, proposed the policy-making system for local governments. And point out that those local governments in the formulation of high-level overseas'policies, should persist in establishing the guiding ideology Talent, use the theory of scientific instruments, hear views from all quarters of experts, use the opinion of the system to improve the coordination of the policies, and develop consistent with regional and human resources in their own public policies.II, Combining with Policy Evaluation Theory to set the evaluation index, proposed the evaluation system for local governments. Those local governments can adjust their policies on the introduction of high-level overseas and goals of the specific details of the direction. Local governments in assessing their high-level overseas'policies, should follow the four cardinal principles: the public interest, the democratic principles, the feasibility principle, and the principles of truth and integrity of information. And should raise the awareness of policy evaluation, establish policy evaluation protecting system, establish information channels, and introduce a wide range of evaluators.
