The Solutions Of The Difficulties In The Supply Of Sports Public Services For The Disabled In Shandong Province

The improvement of people's livelihood is the foundation for a strong and prosperous country and the rejuvenation of the nation.In recent years,the population base of the disabled has gradually increased,and the related problems of the disabled group have become an inescapable livelihood issue in the process of building a moderately prosperous society in an all-round way in China.General secretary Xi Jinping has repeatedly stated that "the heart of the people is the heart" to build a service-oriented government that "puts people first and pays attention to people's livelihood".Party's 19 large report again to adhere to the "fill in developing ensuring and improving people's livelihood " this concept,show the determination of countries to improve the livelihood of the people,and people with disabilities in the field of sports public service as the most part of people's livelihood and the efficiency and quality of its services also gradually as a "people's livelihood project" has been on the agenda.In the first year of much starker choices-and graver consequences-in planning,the government put forward "to carry out the national fitness national strategy,and promote the rapid development of mass sports,intensify efforts to build a high level,content improved and benefit the national basic public sports service system",in order to better safeguard the rights and interests of the masses of people fitness,make sure to share public sports development dividend.However,the balanced development and Shared enjoyment is only an ideal state in the process of social development,and the realistic dilemma in the process of providing sports public services to the disabled groups by relevant departments in Shandong province has become the main restricting factor for the disabled to pursue a better life.Therefore,if we do not clarify the root cause of its supply dilemma,the measures of insisting on co-construction and sharing in order to realize the reasonable allocation of resources will become empty talk.This study makes an in-depth analysis of the current supply of sports public services for the disabled in Shandong province by means of literature materials,questionnaire survey and mathematical statistics,and finds that :(1)the official sports organization construction of the disabled in Shandong province is increasingly perfect and the number of social groups is insufficient,and people's satisfaction level of sports organization services is low.(2)the increase in the total amount of sports facilities coexists with the vacancy of special facilities,and the lack of barrier-free environment also severely limits the scope of disabled groups to participate in activities.(3)the number and scale of sports activities are gradually increasing,but due to the limitations of talents,venues and facilities,the types of fitness activities are relatively simple.(4)although the number of sports and fitness instructors for the disabled is increasing gradually,due to the large base of the disabled group,the total number of fitness instructors is still difficult to meet the growing fitness needs of the disabled group.(5)the official website of the disabled persons' federation is gradually optimized and improved,but the single path of information publicity still exists.(6)the lack of scientific physical fitness monitoring indicators and testing instruments seriously blocks the provision of physical fitness monitoring services for the disabled.When using the perspective of social exclusion theory to explore the dilemma of sports public service supply for the disabled in Shandong province for attribution analysis,it is found that there are mainly problems such as single supply subject under cognitive exclusion,insufficient supply total under resource allocation exclusion and inadequate supply security under system exclusion.Therefore,in order to better create a good atmosphere,improve the supply level of sports public service for the disabled in Shandong province,and realize its effective supply,so as to protect the growing fitness needs of vulnerable groups,the solutions to the above supply dilemma are proposed by virtue of the theory of good governance:(2)adhere to co-construction and sharing and optimize resource allocation;(3)cultivate social organizations to achieve stable governance;(4)improve rules and regulations and strengthen governance guarantee;(5)establish a supervision and evaluation mechanism to implement accurate governance;(6)construct the "assistant-disabled alliance" and implement network governance.
