Research On The Government Supply Of Public Sports Service In Shijiazhuang

Providing public sports services is a basic function of the government,and its level is an important indicator of the ability of the government.After years of planning and developing,Shijiazhuang has basically formed a public sports service system with its own characteristics.The government is playing a leading role in the supply of public sports service in Shijiazhuang.At the same time,it is exploring a way of multi-subject supply mode and multiparty collaboration,improving the efficiency of public sports service supply.Although Shijiazhuang has achieved some good results,there are also some problems.Based on the status of the supply of public sports service in Shijiazhuang,this paper uses literature method,system analysis method and the interview.It studies the methods and contents of Shijiazhuang government supply in the public sports service,from the angle of public service theory,public goods theory and the theory of supply-side reform.By exploring and analyzing the achievements and existing problems,this paper puts forward some countermeasures,in order to closely round people's sports demands,enhance the quality and efficiency of the government supply in public sports service,promote the construction of Shijiazhuang sports leisure city.After that,more people can enjoy the public sports service,and their sports rights can get effectively protected.The study found that the Shijiazhuang government continue to explore innovation in the supply of public sports service.It has formed a total mode of public sports service with its own characteristics.There are four main characteristics:(1)The development orientation of national fitness and national health integration is established;(2)Shijiazhuang actively integrates into inter governmental cooperation in Beijing,Tianjin and Hebei;(3)There are cross regional integration of three resources and resources and channels advantages are obvious;(4)It has established the brand of "all love fitness" with strong sports culture atmosphere.At the same time,there are also some problems: first,the government's policy guarantee for the coordination of public sports services in three areas is weak;second,Shijiazhuang's internal regional development is unbalanced and inadequate;third,the system management needs improvement because the conflicts of interests among all parties limit the government efficiency;last,the public finance investment at all levels are still weak.In order to solve the problems and deficiencies,the paper made the following suggestions: firstly,the government should strengthen policy guarantee and optimize the government's public sports service function;secondly,the government should balance the multi-party interests distribution and promote the regional equalization;thirdly,the government should establish and improve the public sports service system and structure;finally,expanding the source of funds and perfecting the special financial guarantee.
