As an important part of a public service, to some extent, public sports service represents the development of the modern society. Meanwhile, it is also a vital project of sports field which construct under the background of service-oriented government. However, traditional single-supply system of public sports service has many restrictive barriers, not only cannot meet the social needs of the public sports, also hindering the development of sports industry. Therefore, how to accelerate the shift of government functions and promote the operation of supply pattern effectively, mollifying the sharp contractions between the increasing sports demand of social members and the low level supply of public sports service, that is the important proposition with realistic significance. While, how to coordinate the three main body--government, market as well as our society, to exert their functions. How to achieve the goal:multi-supply system of public sports service. And how to meet the heterogeneous public needs. That is what this thesis taking about.Taking the analysis into above, based on the theoretical research, such as public management, public economics. By the means of contrast, through the domestic and foreign research achievements, analysis and summary, using a combination of means:literature analysis, case analysis and expert interview research method. Moreover, based on the multi-center governance theory, to discuss the overall condition of public sports service supply in China, analyzing the main difficulties in the process of implementation, then according to the field of public sports service supply case—the City of Changzhou, the status quo research results to design a adapt to the innovation of the public sports service supply system of our country at present.The main conclusions of this study are as follows:Conclusion 1:At present, our country is facing the following restrictive problems:first, the shortage of total supply. Except the lack of financial support, the instructor of social sports and fitness centers are insufficient. Second, public sports service supply is unbalanced, which mainly for the content of the supply imbalance and the imbalance of regional development. Third, the unreasonable structure of supply and demand, there is no considering from the demand of the social public, only pursuing the achievement of definable targets. Fourth, only have single supply main body that the government as the only suppliers. Owing to the problem of "government failure", eventually leading to the low efficiency of supply.Conclusion 2:Nowadays, the main plight of the supply of public sports service caused by the "triple failure" of government, market and society. To begin with, bilateral monopoly supply of the government is only to meet a part of people of the social public demand preference, and unable to meet the demand of diversification of public sports, leading to government failure phenomenon. Besides, because the public sports service has positive externalities, unavoidably bring about "free ride" phenomenon, for-profit market main body does not want to provide service initiatively, leading to market failure eventually. Lastly, weaker independence of community sports organizations in China, relying on the government’s economic and institutional support, and development system is not perfect, eventually leading to social failure.Aiming at the problems in the process of public sports service supply, this paper put forward suggestions are as follows:Suggestionl:We should establish a guided by the demands of the public, coordinating the government, market and society of the trinity, eventually forming the multi-supply system. That is the "’triple failure" and the social public interests in response.Suggest 2:Government purchasing public sports service is the innovative way, which can solve the contradictions between single supply main body and social public increasingly diverse sports needs. On one hand, this way can ease the pressure of government supply, fully play to the enthusiasm of community sports organizations. On the other hand, that is beneficial to the transformation of government functions, deepen the reform of the sports career. Above all, that is a effective way to meet the social public interests.
