According to data released by the China Development Research Foundation,in2016,the number of migrant children enrolled in Taiyuan accounted for 1/3 of the total enrolment in primary schools in Taiyuan.The migrant children constituted a large group of educated people and contributed to the educational capacity of the city.The carrying capacity of educational resources poses a great challenge.The basic public education service is an important part of the basic public service.Its policy goal is to guarantee the basic needs of the survival and development of all citizens.The basic public education field has been extensively studied in academic circles,but the existing research perspectives are mostly from the angle of how the government supplies effectively.The research on satisfaction and demand of service recipients is relatively few.Floating Children The research on the demand and satisfaction of the basic public education service and the improvement of the basic public education service level of floating children will be beneficial to the realization of equalization of the basic public education service.This paper studies the satisfaction level of basic public education service for floating children in Taiyuan through questionnaire and interview,and discusses whether the service supply can meet the basic education needs of floating children,so as to realize the fairness and universality of basic public service.Promote the equalization of basic public services in Shanxi Province.The survey results show that the overall satisfaction of migrant children in Taiyuan for pre-school and compulsory education services is relatively high.It shows that the supply of basic public education services meets the educational needs of floating children,but there are also problems and deficiencies.The paper analyzes the areas of low satisfaction from the aspects of entrance stage,teaching process and teaching effect,which are: high entrance threshold,difficult entrance;prominent problems of teachers,subsidies and equality;poor teaching effect.Through the analysis of the problems and interviews with the floating population,thepaper concludes that the main causes of the above problems are insufficient carrying capacity of educational resources in Taiyuan City,loopholes in standardized management and absence of responsibilities of both schools and families.Combined with the current situation of basic public education service for floating children in Taiyuan,the existing problems and reasons are analyzed.The paper discusses the countermeasures of improving the basic public education service for floating children in Taiyuan from two aspects.To improve the quality of basic public education service,to expand the coverage of basic public education service according to the public education needs of floating population and the level of social and economic development of Taiyuan.
